The first is a report on the placement of fiber optic cable along the length of SH 121. The fiber optic installation consists of 288 strands of fiber. 144 strands will be used by NTTA for its communication requirements. The remaining 144 strands will be made available to local governments for their use for communications, redundancy and interoperability. It may be advantageous for Coppell to review this offer to determine if there is a possibility of utilizing a portion of these lines. The second report is a briefing on the status of the Landscape Project and the construction of pavement markings, signage and sound walls. Currently, NTTA anticipates expending about $500,000 per mile on landscaping of SH 121. I have attached a map of the focus areas, estimated schedule, a sample plant palate, a rendering of the typical layout at MacArthur and a sample of the "fractured fin" sound wall form liner. Additionally, I am attaching the actual noise wall design sheets for your review and records. These plans show the location and details of each wall. Finally, the third report is a progress report on the final design and construction of SH 121. The area to review in this report is the location and particulars of the toll gantries within the corporate limits of Coppell. I am also attaching the actual 60% plan set for your review. To the extent that Coppell has any comments associated with the plans for SH 121, now is the time to provide them. I would like to meet with you once you receive this material and have had time to review it. Should you have questions in the mean time, please do not hesitate to contact me. Attachments EXECUTIVE SUMMARY Landscape Project Briefing on President George Bush Turnpike Eastern Extension and State Highway 121 February 6, 2008 Background • Resolutions were approved by the North Texas Tollway Authority (NTTA) Board for work authorizations with HNTB Corporation for landscape design services on: • President George Bush Turnpike Eastern Extension (PGBT EE) at the June 2007 Board Meeting. • State Highway (SH) 121 at the July 2007 Board Meeting. • The landscape design for both projects will comply with the NTTA System Wide Design Guidelines (SWDG), including changes currently anticipated through the SWDG 2.0 revision process. General Overview • The proposed PGBT EE landscape project limits extend from SH 78 to Interstate Highway (IH) 30. It encompasses a total of 10.28 miles including 1.38 miles within the Texas Department of Transportation (TxDOT) section north of IH 30. • Eight priority focus areas have been identified and design is just beginning. After the PGBT EE roadway construction is completed, the project will be let as a single landscape construction contract. • A 30 percent plan submittal is anticipated for April 2008. • Proposed landscape project limits for SH 121 extend from Business 121 in Lewisville (Segment 1) to west of Hardin Boulevard in McKinney (Segment 3) and covers 22.6 linear miles. The project does not include 3.3 miles within Segments 4 and 5 at the Dallas North Tollway (DNT) and U.S. 75 interchanges. • Fourteen priority focus areas are identified for Segments 1, 2 and 3. • The schedule for landscape design plans and construction documents for Segments 1 and 2 will allow landscape improvements to begin when construction along these segments is completed. • Landscape design plans and construction documents for Segment 3 will occur after the landscape project letting for Segments 1 and 2. • For Segments 1 and 2, a 60 percent plan submittal is anticipated for February 2008. • The extent of landscape improvements included in median areas will take into account the timing of future widening projects. Where widening projects are likely to occur in the short-term, landscape improvements will be located outside of the median areas. Budget/Future Impacts • Landscape plans are being developed with a construction cost (current dollars) of approximately $500,000 per mile. • Detailed estimates will be prepared as plans progress. DNT System Projects and Improvements Committee - Executive Summary EXECUTIVE SUMMARY Contract Award for Construction of Segments 1 and 2 of State Highway 121 in Collin, Dallas and Denton Counties February 6, 2008 Background/History • The State Highway (SH) 121 toll project begins approximately 1,200 feet north of the Business 121 interchange at Denton Creek in Denton County and extends to Medical Center Drive, east of U.S. 75 in Collin County, a distance of 25.88 miles. Six traffic lanes will be constructed from Farm -to- Market 2281 to U.S. 75 between the existing SH 121 service roads. • The overall project is divided into five segments and includes 38 new ramp toll gantries and three main lane toll locations that will support all- electronic toll collection equipment. • Design and construction of the SH 121 project is on an accelerated schedule as agreed to by the North Texas Tollway Authority (NTTA) and the Texas Department of Transportation. The service commencement date for Segments 1 and 2 is mid -2008. General Overview • This contract is for construction improvements to Segments 1 and 2 in Collin, Dallas and Denton counties. • Construction will include pavement markings, signage and sound walls. • Plans were advertised on January 18, 2008. • A mandatory pre -bid meeting was held on January 28, 2008. • Bids were opened on Wednesday, February 13, 2008. Number contractors submitted bids ranging from $amount to $amount. • The apparent low bidder is xxxxxxxxxxxxxxxxxxxxx, with a bid of xxxxxxxxxxxxx which is xx percent under /over the engineer's estimate of $amount. • A business opportunity policy and program (BOPP) goal for the project is 25 percent. Budget/Future Impact • The contract includes an incentive of up to $150,000 for achieving high standards for uniformity of color and finish in the completed concrete work. • The contract, 02238- SH121- 00- CN -EN, will be paid from the SH 121 Construction Fund. Staff Recommendation Staff requests that the DNT System Project and Improvements Committee recommend to the NTTA Board at the February meeting to authorize the Executive Director to execute contract number contract number 02238- SH121- 00 -CN -EN with xxxxxxxxxxxxxxx, in an amount not to exceed $amount for the construction of Segments 1 and 2 of the SH 121 project in Collin, Dallas and Denton counties, which includes an incentive of up to $150,000 for color and finish uniformity in completed concrete work. This network supports the NTTA's toll collection system, security system, Intelligent Transportation System (ITS), and voice and data networks. • The NTTA's ITS is comprised of Closed Circuit Television (CCTV) cameras, Dynamic Message Signs (DMS), Travel Times sensors, and pavement sensors. • The incident management system utilizes CCTV cameras to automatically detect traffic accidents and incidents along the NTTA's roadways. This system facilitates reduced incident detection and response times, which increases mobility and traveler safety along the NTTA's roadways. • The traffic management system utilizes travel times sensors to collect travel data from ToIITag- equipped vehicles and provides pre -trip and roadway travel information to the traveling public via DMS and the NTTA's public website. • Road Weather Information Systems (RWIS) sensors provide pavement condition data to the maintenance department for facilities monitoring and the coordination of the NTTA's snow and ice sanding program. Genera! Overview • CCTV and DMS foundations were included in the State Highway 121 roadway design plans and are currently under construction. • The fiber optic cable backbone will utilize existing TxDOT- installed conduit where available. • Current design plans specify the installation of thirty -eight CCTV camera locations, eighteen travel time sensors, three DMS and one RWIS sensor along Segments 1 and 2 of State Highway 121. • To facilitate continued operational efficiencies and service levels throughout Segments 1 and 2 of State Highway 121, communications and electrical infrastructure must be installed to support ITS devices. • The proposed project will deploy fiber optic cable and fiber optic laterals to planned ITS devices and ITS electrical conduit infrastructure along Segments 1 and 2 of State Highway 121 from the south end Business 121 to Hillcrest Road. • The fiber optic installation consists of a group of 144- strands to be used by the NTTA for its current and planned communications requirements, as well as an additional 144- strand grouping to be provided to regional authorities for redundancy and interoperability. NTTA Board Meeting — Executive Summary Electrical infrastructure including conduit, ground boxes and junction boxes will be installed to service ITS devices. Electrical conductor wire and transformers will be installed by the roadway contractor. The anticipated duration of this contract is 120 days. Substantial completion of the installation of the ITS communication conduit system ITS electrical systems is to occur no later than May 15, 2008, for Segment 1 and June 15, 2008, for Segment 2. The recommended firm has indicated that they will meet or exceed the NTTA BOPP goal of 20 %. Budget/Future Impact • The Engineer's estimate for the installation of fiber optic cable and electrical infrastructure is $4.3 million. • Thirteen proposers purchased bid documents. • Bids and qualification information were received from potential proposers on January 28, 2008. Five proposers submitted qualifications, of which were determined to be qualified bidders. • Bids of the qualified proposers are to be opened publicly on February 8, 2008. • These items are funded as part of the "miscellaneous construction" line item in the State Highway 121 budget. Recommendations Staff requests that the DNT System Project and Improvements Committee recommend to the NTTA Board at the February meeting to authorize the Executive Director to execute a contract with _ for, the construction of the NTTA's Fiber Optic Cable and ITS Electrical Infrastructure along Segments 1 and 2 of State Highway 121 as specified under Contract 02314- SH121- 00- CN -IT.
