SS9301-CS 920909 (3)September 9, 1992 Ms. Carol Duncan Vesey 12900 Preston Road Suite 500 Dallas,TX 75230 RE: Grapevine Creek Sewer Main - Permanent Easement Dear Ms. Vesey: This letter is written as a follow-up to our September 8, 1992 phone conversation in which you requested additional information. Transmitted with this letter, please find a copy of the location of the sanitary sewer line on the west side of Denton Tap Road (east side of your property) from the existing sewer line near Grapevine Creek down to Bethel Road. Also, please find a copy of a vicinity map showing the general boundaries of this property and a copy of the sheets showing the sewer line in Bethel Road along the south side of the property. It is my understanding that one of the major concerns was how the installation of the sewer line along the east side of the property would affect the future development of the property. As I stated, the easement would fall within a required building setback line. Therefore, it would in no way restrict any future buildings on the property. You also questioned the upside and the downside of the installation of the sewer line. As I stated, our current sewer line is near capacity, therefore, the City of Coppell is starting to seriously evaluate each and every development that comes on-line that will discharge into the sewer line. The property in question is approximately 20 acres, according to information you provided during our phone conversation. Depending on how the property developes, the City could have concerns on whether or not the existing sewer system is adequate. The City is trying to accomplish the construction of a portion of our sewer master plan, thereby, creating capacity for a large part of southwest Coppell. This property would discharge into the improved sewer system. The increased capacity for development is obviously an advantage. It directly affects this property in that it allows it to develop without an evaluation on whether or not the current system is adequate to handle the increase in flow. Also, by allowing southwest Coppell to develop, it frees up a substantial amount of land for development, which in turn, creates an increased tax base, which could have a direct affect on the tax rate the City has to establish in order to maintain services to the citizens of Coppell. Letter to Ms. Carol Vesey September 9, 1992 Page 2 You also questioned the downside of the sewer line installation on the property. Quite honestly, I cannot determine a downside to the construction of this sewer line on this property. Obviously, during construction, there will be a trench constructed in the sanitary sewer easement to install the sewer line and the existing terrain will be disturbed. However, after the sewer line is constructed, the land will be returned to as good or better condition than before. As good or better condition is typically when the property owner says we have met their perception of" as good or better". I stated during our phone conversation that the City was not requesting a temporary construction easement to parallel the sanitary sewer easement. It is our hope that the contractor can maneuver utilizing a portion of Denton Tap for this construction. However, it is quite possible, that whomever gets the low bid on the project may contact the property owner to try to work out their own deal for the acquisition of a temporary construction easement. The project is scheduled to bid on September 29, 1992. Therefore, it is crucial that the City be able to obtain the necessary easements as soon as possible. This is a very lengthy project stretching from Southwestern Blvd. all the way to MacArthur Blvd. The City anticipates it will take about 450 calendar days to completethe project. Based on some preliminary conversations with various contractors who may be bidding on the project, it is anticipated that they will start at the downstream end near MacArthur and work upstream. It's quite possible it will be over a year before the contractor gets to this particular site.
