Dear Mr. Hall:
Larry Davis of this office and I met with Cort Petterson of your organization today on Riverchase
Drive regarding the ongoing project there. We have had multiple conversations in the past concerning
deficiencies observed throughout the work limits of the project concerning erosion and sedimentation
control, proper work zone traffic control, sod replacement, and irrigation repairs. We reiterated with
Cort the expectations of permitted work within the City of Coppell. I made Cort aware and in previous
conversations we have discussed with you coordination of permitted activity taking place within the
City’s easements and/or public rights-of-way.
Pursuant to the conversation we had today in the field, we have slightly altered procedures on
permitted activities to require a pre-construction conference prior to commencement of any future
ROW work of size and extent similar to this project. A City inspector will be assigned to each project
to assure that the conditions of the permit are being followed including erosion control measures.
I have flagged pending Verizon permits held by this office for further scrutiny. Those projects will
require a pre-construction conference.
Another issue that has come to our attention is that the contractor performing the work is not identified
on the permit application, therefore we have no contact information for those contractors. In future if
subcontractors are used, a contact name and number will be required before a permit is released from
this office.
