Hollowell, P.E., Assistant Director of Public Works DATE: April 28, 2010 REF: Using IMF Funds to Replace Railroad Crossings In this year’s IMF funding, there is $75,000.00 allocated to asphalt repair and borrow ditch re- grading. In year’s past, these funds have been used to pay Dallas County Road and Bridge Division for road repairs and asphalt overlays within the Coppell city limits. There are currently no projects on the plan for Dallas County to perform. I would like to propose that we use these funds to rehabilitate the railroad crossings on Denton Tap, Moore Road, Mockingbird and MacArthur. We have received an estimate from Trac-Work Inc. for $77,015.78 to perform all of this work. The City will need to provide all traffic control, any concrete saw cutting (if required), and any grinding of approaches (if required), furnish hot mix asphalt and haul off all concrete and asphalt spoils. This work will include a new Century Precast Concrete Crossing with sidewalks on Denton Tap. The other crossings will be removed, any worn out parts will be replaced and re-installed at the proper elevation. The MacArthur crossing will only need to have the asphalt approaches replaced. I have also been in contact with Ron Preuss, Chief Engineer with Fort Worth and Western Railroad. He has indicated that FWWR is interested in doing a cost-share for this work with their portion being $29,700.00. The City of Coppell would pay the remaining $47,315.78. This offer is pending approval of his superiors. If this offer meets the City’s approval, he will draft one of their standard agreements and send it over for signatures.
