Dear Mr. Fox:
In accordance with sheet 10 of the construction plans, the waterline under Sandy Lake Road between stations
101+80 and 105+87.25 is to be back-filled with flowable backfill (NCTCOG Item 2.1 .Se). After discussion
with Larry Davis, the City's inspector and the City's testing laboratory, StanTech Engineering, it is our
understanding that cement treated soil was placed instead of the specified flowable backfill. Since the
specified material was not installed there is uncertainty as to the type of material and its in situ properties.
Providing a stable foundation for the new pavement over the waterline is of utmost importance to prevent
future pavement failures and as such, the properties of the installed backfill needs to be determined.
Please provide the material specifications and delivery tickets for the backfill that was installed so that we can
determine whether the backfill installed can be considered as an equal to that specified in the construction
plans. Depending on the material placed and results concluded by the City's testing laboratory, the City may
consider allowing the material to remain in place or be removed and replaced with the specified backfill. The
pernianent pavement repair at this location shall not proceed until you have received wri~en direction from
this office.
