REQUEST: A zoning change to S-1 108R4-SF-9 (Special Use Permit -
1108 Revision 4 - Single Family -9), to allow the replacement
of an existing 80- square -foot accessory cabinet with a 190 -
square -foot cabinet at the base of the tower.

HISTORY: There have been multiple requests to place wireless
antennas and equipment on multiple towers within this
transmission line easement. This is the third request for this
particular tower. The first was granted in May 1996 for PCS
PrimeCo Wireless Communications. The second request

was approved in April 2000 for an expansion to allow two
additional cabinets and landscaping. It does not appear that
this was ever constructed.
TRANSPORTATION: Approximately 75 feet to the northwest of the tower is an
alleyway with a 15 -foot wide right -of -way and 10 -foot
pavement width built to standard, serving the Northlake
Woodlands East 10C residential Subdivision.

COMPREHENSIVE PLAN: The Comprehensive Plan of May 1996, as amended,
shows the property as suitable for park and open space. A
portion of the property is shown to be in the floodplain.
DISCUSSION: This is a fairly simple request. The applicant is proposing to
amend the current SUP to allow the construction of a new
cabinet to house updated equipment. The existing
equipment to be removed currently sits on the southwest
side of the existing transmission tower and the proposed
cabinet to be constructed is proposed on the northeast side.
An eight -foot high brick enclosure with a solid metal gate will
be required to screen the updated equipment. The
enclosure will open to the southeast toward the interior of the
transmission easement. The materials of the enclosure shall
be of brick to match that of the nearby Coppell Crossing
Shopping Center and the metal gate will need to be painted
to match the brick color. This is listed as a condition of
approval. Also listed as a condition of approval is a
requirement to reconfigure the 12 -foot wide emergency
access drive to allow for a vehicle turnaround. This can be
accomplished by extending the proposed drive south of the
equipment with an extension in front of the required metal
gate.

RECOMMENDATION TO THE PLANNING AND ZONING COMMISSION:
Staff is recommending APPROVAL of this request subject to the following
conditions:
1. An eight -foot high brick enclosure (brick to match the Coppell Crossing Shopping
Center) with a solid metal gate (painted to match the brick) will be required to
screen the updated equipment. Orient the gate to the southeast toward the
transmission easement.
2. Accurately depict a 12 -foot wide drive and reconfigure to allow a vehicle
turnaround.
3. Show each elevation on sheet (north, south, east and west).
