ST8703-CS 900719July 19, 1990 Bruce MacDonald 156 Mockingbird Coppell, TX 75019 Dear Bruce, This letter is in response to some questions raised during your phone conversation with the City Manager. The drainage on Samuel Boulevard has been a topic of concern, of Public Works, for several years. Street flooding occurs but is within the normal parameters of design but had been previously aggravated by the street being only half constructed. The street is now built to full width which will reduce the splashing of pedestrians by allowing vehicles to travel near the designed centerline of the road. This concern was also submitted to our consultant for finding a solution to reduce the amount of water in the street, another inlet and some storm drain pipe has been proposed. This will require funding if acted upon. The sidewalk (s) on the East side of Samuel from Parkway to the Catholic Church is almost complete. These sidewalks are being constructed by the homebuilders in the Meadows Phase VI Subdivision. Even though the sidewalk exists, I would not recommend or encourage the addition of a crosswalk at mid-street which is further backed by policy which was at least tentatively approved during the most recent City/C.I.S.D. joint meeting (see excerpt attached). In conclusion, the problem of kids being splashed has been significantly reduced by the completion of Samuel Blvd., and additional drainage improvements are being currently looked into, whereby reducing considerations for an additional crosswalk.
