I don't have George's email so if you'd rather I work with him on this, just pass it along to him for me.
We prepared a rough cost estimate for the two storm drain options we have been considering. One would be to do some temporary
measures to avoid putting the storm drain lines in Bethel and the second option is to construct the pieces of SD in Bethel that we
need per the overall drainage plan.
* The costs for the first option are about $320k and the second is about $327k for just SD pipe and manholes. But the
second option has about $40k worth of improvements that are needed for the Bethel project anyway so it is really the most
economical solution.
* Attached is a layout for the second option. I'm not sending a plan for the first option as we are having all kinds of trouble
getting it to really work.
* Without constructing the lines in Bethel, we are forcing runoff to go to outfall points that are different than all of the design
and planning work that has been completed for this area.
* We also have trouble dealing with the existing conditions out on Bethel as there really isn't a good storm drain system in
place for the existing roadway. The interim between Old Town and Bethel improvements will be a little messy if we don't get those
lines in the ground now.
* We are still working on the details of the connections and layout, so don't worry too much about how the lines are drawn on
this sketch.
* We are still looking at the parallel system for Hammond. We understand your concerns with the connection at the gabion
wall and we know that this is an expense that was really planned for in the conceptual design. We will have some of our storm
water folks look at it today to see if they can help us come up with some alternatives that might be more economical and more
palatable.
So, after all the discussion and spending a few days of looking really closely at all the issues, we recommend the option that is
shown in the attachment. With this plan, we are able to match the drainage areas that have been planned for in previous work and
make the outfall connections per those plans. We have lots of details to work out on how to make this happen with all of the utility
conflicts out there and how to deal with the interim drainage on Bethel. Please let me know if you have any questions or concerns
about this. Otherwise, we will proceed with the design shown in the attachment and provide all the details for your review on the
60% plans that will be submitted May 25.
