In a few instances they cross under "garden walls" and loading docks. The utilities exit the blocks via the access drives where they connect back to ROW and don't need easements. We developed "race ways" underneath the fire lanes which encircle the blocks but are designed to not interfere with future buildings or parking garages. Probably more information than you want, but we were able to work with the utility companies to go in a joint trench which allowed us to create fairly narrow easements (in all cases narrower than the fire lane itself). It takes a fair amount of effort, but it makes a huge difference in a tight site, particularly when the parking lots are planned to be later developed with buildings and parking garages. We accomplished this by getting the electric company on board first and then coordinating with each of the other utilities. All of the utilities ultimately used the same subcontractor to perform the work which ultimately saved everyone money and prevented coordination issues. The bottom line is we have never run into any resistance to easements being underneath pavement, sidewalks, etc. Let me know if you need any additional information. Thanks, Sandy W. We are doing a very small mixed-use development here, and it is a tight fit on the land. The franchise utilities are telling us that they cannot be located under any pavement, and we are trying to figure out how some of the other mixed-use developments such as Southlake Town Square were able to accommodate their request.
