RE: Update on Samuel Blvd. Construction
Dear Mr. Ratliff:
Russell Doyle asked me to write you concerning the delay
in our completion of the paving improvements to Samuel
Boulevard. As you know, construction delays are costly and
benefit no one, but we have been unable to avoid them. At
this point, two factors have contributed to the construction
schedule for Samuel being moved back.
First of all, the utility contractor is under contract
with the M.U.D. Unfortunately, we have no control over his
efficiency or scheduling. We have been requesting him to
utilize two crews on the job since he started, but he has not
complied. This is very frustrating to have a lack of control
over something that we are paying for.
Secondly, we did lose six working days due to rain and
wet soil. I have been on the job during the morning and
afternoon periods when school is starting and letting out.
Even when we had Samuel Blvd. rerouted, buse~ and cars were
moving in and out of the school without any apparent
problems.
As it stands right now, the paving contractor will move
on to the Job on October 10. This is the "outside date" that
the utility contractor has given me by which he will be
finished with the storm sewer construction under Samuel
Blvd. This is the section of pipe that the City had added to
our plans, obviously, the paving contractor has been
instructed to begin the operation with the Samuel Boulevard
improvements.
