I'm happy to help with the process.
As I understand it, the delay in approval of your construction permit is due to the necessary FEMA
approval to move the floodplain line on your property. As you may be aware the City does not allow
construction within a regulated floodplain prior to receiving proper approvals.
Along those lines, I want to make you aware of a pitfall you may find yourself in. The letter of map
amendment (LOMA) route you are taking is applicable only to the current FEMA map. When new maps
are issued (as they are from time to time) your mortgage holder (if you have one) may decide you need to
carry flood insurance on your home. If they require this insurance, the rates are based on the lowest
finished floor elevation. If they interpret your cellar area to be a finished floor, you may find your insurance
is based on an elevation significantly below the 100 year flood elevation. If this is the case, you may find
the cost to be significant. You may want to discuss this with your lender or insurance agent.
