SUBJECT: Samuel Blvd. Paving / History
The above subject project was constructed by Univest Development
Co. as part of their Parkwood - Phase II development. The scope
of this development was to construct Parkway Blvd. from Samuel
Blvd. west to Denton Tap Rd. and construct the west halves of
Moore Rd. (approx.) and Samuel Blvd. from Parkway Blvd. south to
Sandy Lake Rd.
The plans were designed in October of 1983. Samuel Blvd.
construction was completed in October of 1984. The subdivision
ordinance in affect at that time was Ordinance No. 226, passed
October 28, 1980. Sidewalks .were required in that ordinance.
The plans were apparently approved by the City without sidewalks
being required at this particular stage of development. This
would appear to not be unusual due to the fact that if sidewalks
are constructed prior to the adjacent tracts being developed,
replacement of the sidewalk is usually needed due to the damage
that usually occurs. This could explain possibly why the section
of sidewalk from Lee Elementary School south to Sandy Lake Rd.
was not required.
Lee Elementary School was open and functioning as such when
Samuel Blvd. was constructed. Also, Meadowridge - Phase I which
is the development on the north side of the school was under
construction at the same time as Samuel Blvd. Neither of these
developments were apparently required by the City to include
sidewalks in their plans either along their frontage to Samuel
Blvd.
We realize the information presented herein may be somewhat vague
but since the plats and plans were approved before our time, it
is the best information we have available. We will be happy to
assist you further on this matter as your needs may require.
