The request is based upon fill within an approximately 13 acre site adjacent to The Elm Fork of the Trinity River at approximate Latitude 32.9509193 and Longitude - 96.942320 Modifications to the existing creek in the form of mild grading to restore the Base Flood Elevation is proposed along with the placement of fill in the floodplain, outside the floodway, in an ineffective flow area. The Elm Fork of The Trinity River has been mapped as an AE zone with a defined floodway. A Firmette from the FEMA Map Store is attached as Figure 2. PURPOSE OF STUDY: The purpose of this study is to develop an overall plan that will allow for filling an approximate 13 acre located outside the mapped floodway within the mapped floodplain using fill material excavated from the 100 yr floodplain of The Elm Fork. This Conditional Letter of Map Revision will require revision of the current effective FEMA model between river stations 87 +191 (downstream of Beltline Rd) and 861 +07 in accordance with excepted FEMA methods. DUPLICATE EFFECTIVE HEC RAS MODEL The current effective HEC -RAS model for Upper Trinity River is "Upper Trinity Study 22 May 1998 ". The Duplication model is the Corrected Effective model for this project. EXISITNG OR PRE PROJECT CONDITIONS MODEL Cross sections 86 +564.3 and 86 +355.6 were created from bounding section 86 +793 and 86 +107 using the XS Interpolation Tool in the Geometry editor. Both bounding sections are listed as surveyed cross sections in the effective floodplain map (Layer20). The sections were modified using topographic survey provided by Texas Geospatial. Sections 87 +191 and 86 +793 were revised as necessary using the field survey to better model the existing reach. Ineffective flow areas were added as shown on the work map were added to sections 87 +191 and 86 +793. Expansion and contraction coefficients were revised from 0.1 and 0.3 to 0.3 and 0.5 respectively. This revision is consistent with the CDC model and reflects the existence of ineffective flow areas located at 87 +191 downstream of Beltline Rd. The current effective HEC -RAS model for Upper Trinity River is "Upper Trinity Study 22 May 1998 ". The differences between the existing and post development floodplains do not exceed 0.020 ft. The differences between the existing and post development floodplains cannot be mapped effectively. 3) Demonstrate, with technical data, the impacts on the design base flood storage capacity of the floodplain for all developments which include fill within the floodplain. Generally, the following requirements shall be met: a. For drainage areas of 0 to 100 square miles the valley storage reduction shall not exceed 15% for the 100 -year flood and 20% for the standard project flood. The quantity of excavated material removed from the 100 year floodplain is greater than the quantity to be placed due to the fill placed to meet the freeboard requirement which elevates the entire site two (2) feet above the existing 100 yr floodplain and one 1805 W. Over all valley storage for the 100 yr flood will increase and therefore the valley storage reduction is therefore less than 15 %. For the Standard Project Flood, (SPF) the SPF base flood elevation (BFE) of 453.78 and the ultimate 500 yr BFE of 446.78 both exceed the minimum pad elevation of 442.00. The entire quantity of fill excavated from the offsite channel area is to be replaced within the SPF floodplain. The drainage area for the project site is less than 100 square miles per FEMA Flood Report for Dallas Count. See comments under 3.a above 4) Demonstrate with technical data that the flood carrying capacity within the altered or relocated portion of any watercourse is maintained. Please refer to the Grading Plan which shows that all grades within the channel area enhance the flood carrying capacity of the watercourse. Will not increase the water surface elevations of the design base flood (fully urbanized watershed) Proposed project will result in lower water surface elevations due to grading of the floodplain and excavation of materials from the 100 yr ultimate floodplainc b. Will not increase the effective FIS base Flood (existing elevations of the FIS base flood (existing conditions watershed) elevations by more than one foot: The maximum increase in the effective water surface elevation (0.02ft) occurs at station 87 +191. This is less than the one (1) ft rise permitted by City Ordinance c. Will not increase the base flood water surface elevations of the FIS regulatory floodway in effect at the time of application for a floodplain development permit; and The FIS regulatory floodway surcharge elevations are not exceeded upon completion of the proposed project d. Otherwise meets the provisions of Article 5 of this ordinance. We have reviewed the Cities Floodplain Development Ordinances Article 5 and are confident we have met the Cities requirements for development. Affirm that all necessary permits have been obtained from those Federal (including Section 404 of the Federal Water Pollution Control Act), State and other local government agencies from which approval is required.0 The USACE has reviewed the Preliminary Jurisdiction Determination submitted for this site and has concluded that there are no jurisdictional water impacted by this project. See "Correspondence from USACE project SWF- 2009 - 00300 ". CONCLUSION The grading of the 100 yr floodplain and the placement of fill within the 13 acre tract do not negatively impact the mapped existing flood hazard area. Section 87 +191 is the only section that shows an increase in the base flood elevation (0.02) ft. This increase is significantly less than the permissible increase between the effective duplication model and approved model output files (0.1 ft) or the Cities maximum allowable increase of (1.0 ft) . Upstream of the project the BFE decreases with a maximum decease of 0.12 ft occurring immediately upstream of Beltline rd. These changes in the base flood elevation are due to the changes in flow area. The model shows no (0.00) changes in the 100 yr floodplain downstream of the project. 1805 W.
