This traffic signal was added to our CIP (capitol improvement plan) plan shortly after the widening of Sandy lake Road was completed. Prior to adding a traffic signal to our CIP plan we must evaluate to determine if the installation is warranted. The warrants are in the "Texas Manual on Uniform Traffic Control Devices". Coppell, like most cities in Texas, has adopted the Manual to ensure the legal and consistent application of traffic control devices placed on roadways. There are eight warrants that are evaluated that generally cover: volume (eight hours, four hours & peak hour); pedestrian volume; school crossings; coordinated traffic signal system; accident history; and overall roadway network. Once a traffic signal is warranted, the signal is designed, funds are appropriated, the work is bid, the bid is awarded to the lowest responsible bidder at a Council meeting and the signal is installed. In this case the contract was awarded in April of this year, and the work should be complete by the end of October. We will be installing video detection devices on this signal that will detect cars waiting on the Riverchase Drive leg, and the driveway leaving the nursing home on the north side of Sandy Lake. Sandy Lake will maintain a green light until it detects a car waiting. The portion of the signal associated with the private driveway on the north side of the road was paid for by the nursing home developer. Feel free to contact me if you have any more questions. Is this true? During our 12 years in the Riverchase neighborhood, my wife and I have never thought that intersection needs a signal. We'd be very interested in knowing what research led the City to determine that a signal is needed there.
