RE: Bridge Delays Which Affect Bonus
Keith,
It has been discussed between yourself, Larry Davis, and I that JRJ feels due to the delays in receiving bridge submittals, revised plans for
north wall, aerial crossing access, and water tie in on the west side of bridge, has caused this project to not be able to meet the September 7
dead line to open bridge to traffic for the full bonus.
Below are the reasons the September 7` date will not be attainable:
Bridge Submittals were submitted on July 1, 2010 and not found until recently and approved on August 2, 2010, which caused the
deck panel to not be able to be cast until August 23, 2010, with the delivery of panels for September 3 (7 day cure required for
delivery) which will cause the deck pour to be delayed to September 15 -16, which in turn if the deck gets poured then, and a 14 day
cure with good breaks, the engineer will allow traffic on bridge on October 1 or October 4. (July 1 — August 2 = 31 calendar day
delay)
The North Wall section start date was to start on June 28, but due to the City's discussion with the 2 property owners that want special
considerations, the wall as of today has not been started on. Today, August 4, 2010, is when the approved plans were given to me so
that we could proceed with this construction. The last meeting to alter the walls was discussed with the west homeowner and it was
decided that the wall will not be changes and we are going to go back to the Coppell Rail top with no alterations to the wall except at
the ends where a decision to omit the guard rail and install a sloped wall is still being considered. (June 28 — August 4 = 37 calendar
day delay)
The tie in to the 16" water line on the west side of bridge also caused delays to the traffic opening due to the following occurrences
that occurred that delayed the building of the South wall: Oncor delay in holding up telephone pole — Water tie -in original scheduled
for 070710 but had to change to 071410; Access to creek to drill shafts for Sanitary Sewer Aerial Crossing, which was approved to
drill on 071610 and drilled on 072310. (7 days due to Oncor, 7 days for access so Aerial Crossing drill shafts could be drilled)
Excavation for the South Wall began on Monday, 080210, and now that the North Wall plans have been approved, it should start
probably next week once JRJ Survey Department has a chance to calculate and stake the North Wall line per 080410 approved plans.
As you can see, there are several items that JRJ feels need to be considered due to the above chain of events mentioned.
JRJ is asking for additional weeks added to the September 7` due date previously determined to receive full bonus monies. JRJ also
feels
that if the above mentioned items would not have occurred, the September 7 date would have been achievable.
