Dear Mr. Jones:
I received your letter dated, January 21, 1991, concerning the
referenced invoice #086186 in the amount of $7,563.19. Please note
that based on Staff's file search and review, our records indicate
that we did not authorize any additional services.
As per several telephone conversations and, at least one meeting
with Mr. Eugene Middleton of your office, I had indicated that
there are no additional funds available. I also asked that the
project be completed, specifically, as outlined in the scope of
services, and also within the authorized budget . Please note the
following comments:
- On September 18, 1990, as per my telephone conversation
with Eugene, I emphasized that no additional work on this
project is authorized, since there were no additional
funds available.
- As per my meeting with Eugene, on September 19, 1990, the
subject of additional services did come up, and once
again I reiterated that there are no funds available.
Therefore, no additional work could be authorized. (See
attached letter from Kimley-Horn & Associates, Inc. (KHA)
dated September 18, 1990.)
- It would have been very helpful if KHA had furnished the
City of Coppell with a proposed amendment to our
contract, regarding proposed additional services, along
with the estimated fee for such services, for budgetary
reasons and the City's consideration of approval. To my
knowledge, such document was never provided.

As noted above and based on our findings, Staff could not support
your request for payment for invoice #086186. Again, we enjoyed
working with your Staff on this project. If you still wish to
discuss this matter in person, please let us know and we will set
up a meeting in this regard.
