Considering most sidewalks are next to streets, I doubt we would win that one and the road will not be on the same exact path currently when sewage is buried on each side, per initial plan I was described a long while back. They did agree to a single sidewalk instead of two, but referenced some ADA issues with a single sidewalk, that disappeared as soon as costs were discussed in the project, so I am unsure of reality on that front or if they truly resolved the issue. What we initially requested was a detached sidewalk on either side, as we are reasonably confident the other side of Deforest will have input also. This would hopefully keep people safe at a bit more of a distance. If possible, we requested a country feel / winding sidewalk structure to not look so suburban sprawl. The goal was safety and aesthetics. We feel it will place the sidewalk to close to the street. Since Deforest is known has a "collector" street we feel this is not safe. Additionally with the addition of sidewalks and guardrails it will impede on the landscaping along deforest and will not be ascetically pleasing. These are our initial concerns. Terry Holmes has spoken with the engineering department and they would welcome a meeting with some of the representatives from the HOA along Deforest. We thought the representatives from each HOA along the north 9/8/2010 Page 2 of 3 side of Deforest could have an informal meeting and consolidate our concerns and approach the city. I'm waiting to hear from the Preswick and Stratford HOA's. Terry will be out of town from July 28 — Aug 5th. So maybe during the week of the 9th or 16th we can meet and then set a meeting with the city the following week. I have been talking with the city for about a year on the Deforest Project. I have what should now be 95% plans, but only for the part of Deforest that fronts the general width of our neighborhood. Would this information be of interest to you? Where are you at in conversation with the city and are there any specific neighborhood concerns? I would be interested in community conversations, but want to support that Coppell is well past public comment meetings and is currently acquiring and and easement. We had worked with the city in the past and expressed concerns on this becoming a "raceway" and pushed for a more "country road" feel. They agreed verbally to the single sidewalk, which would have enabled this to happen, then seem to have backed off the country road part still. However, the road improvement plans call for a second sidewalk along the south side of Deforest Road (in addition to the sidewalk on the north side currently in the plan). In order to fund burying the utility lines in this project, consideration is being given to eliminating the additional sidewalk on the south side of the Deforest Road. The Deforest Court HOA is lobbying the City to bury the utility lines along Deforest Road, even if it means eliminating the additional sidewalk along the south side of the road. See the string of messages below for details. I would encourage the other HOAs along Deforest Road and their residents to do the same. Simply send a message along these lines to citycouncil @ci.coppell.tx.us telling the City that you would prefer having the utility lines along Deforest Road buried. The city is still working through various aspects of the project's design including burying the utility lines along Deforest Road. Since this is a costly item to include in the project, from my discussions with the city engineering department, the work may not be funded based on preliminary feedback they have received so far. However, we still have an opportunity to impact the final design of the project. But we must act very quickly. Your board has sent the email below in support of burying the utility lines. I was unable to attend the public meeting held on October 9th but met with Diwanna Baskins last week and she took me through the details of the plans and current status of the project. (Please extend my thanks to her for meeting with me.) I am providing the following concerns and comments as a resident as well as representing our homeowners' association board. Overall we're very pleased with the plans to improve Deforest Road and in particular the addition of sidewalk and traffic control signal at the intersection of Deforest and MacArthur. The project will greatly improve the safety of pedestrians and bicycle riders as we use Deforest Road to access nearby neighborhoods and the trail system around the Andy Brown parks. However, I understand the the utility lines may not be buried as part of the project primary due to the cost of including this in the scope of work. We feel very strongly that burying the utilities should be done as part of this project while the street and shoulder area is already torn up. Well be losing most of the large old trees that currently frame the road and partially obscure the power lines. Burying the lines now would improve the aesthetics of the project, would be more economical than burying them at some future time (if ever) and would avoid having to work sidewalk around poles that may impede pedestrian traffic. I understand from Diwanna that a second sidewalk along the south side of the road is being considered (as an addition to the sidewalk on the north side currently in the plan). In order to fund burying the utility lines in this project, we would strongly prefer eliminating the additional sidewalk on the the south side of the road. Please let me know if there is anything else we can do or anyone else that we should contact to facilitate the burying of these utility lines. Thank you for your time and consideration.
