The physical design has been set in stone for well over a year. The construction is currently about one year behind the original schedule as a result of design changes from the public's input and the required acquisition of approximately seven right -of -way parcels based on the final design. The delays are based on citizen input. I don't feel the design will change and feel requests for changes at this time would not be considered. I still think it would be good for the HOA's to try to schedule a meeting with the City where we collectively can ask questions regarding the plans, and establish expectations for the construction period. As a group, I'm sure we would build off others questions and comments and actually gain more information. He confirms that the City is completing the acquisition of the last two right -of -way parcels. The plans are complete and will remain consistent with the planned and acquired right -of -way. Oncor will begin their movement of utilities at some point in August. The physical road and drainage construction will follow the moved utilities and begin in the 4 Quarter. George, who took over the project after the comment period, may not have a full history of the public meetings, but will be able to provide information to anyone that wants to go look at the plans. The project is fully designed at this point. All property should be currently be acquired, and utility movement is expected to begin in the next two or three months. Road construction will follow completion of the movement of the utilities. The public meetings held by Coppell to comment on the Deforest design are long past. I've attached the April of 2009 65% plans for how the construction would impact the Estates of Cambridge Manor. I'm told the plans are basically unchanged. The sidewalks are not detached. 9/8/2010 Page 3 of 5 The reasoning for not burying the utilities was two fold. The first was that the quote from the electric utility equaled or exceeded the entire budget for the road project. Second, the large easements required for the underground electric vaults could not be accommodated even in the existing free space south of Deforest. The plan is to move the electric poles to the south and into the alley. As stated, sidewalks will exist on both sides of the street, and a traffic light will be installed at Macarthur and Deforest. The overall design moves the pavement and sidewalks to the south to maintain the property frontage of the HOA's and our individual neighbors on Deforest. Unfortunately, the trees on the south side, between Macarthur and Allen will be removed. I am not as familiar with the physical street location east of Allen. Traffic will be one -way, eastbound, between Macarthur and Allen during construction. We feel it will place the sidewalk to close to the street. Since Deforest is known has a "collector" street we feel this is not safe. Additionally with the addition of sidewalks and guardrails it will impede on the landscaping along deforest and will not be ascetically pleasing. These are our initial concerns. Terry Holmes has spoken with the engineering department and they would welcome a meeting with some of the representatives from the HOA along Deforest. We thought the representatives from each HOA along the north side of Deforest could have an informal meeting and consolidate our concerns and approach the city. I'm waiting to hear from the Preswick and Stratford HOA's. Terry will be out of town from July 28 — Aug 5th. So maybe during the week of the 9th or 16th we can meet and then set a meeting with the city the following week. I have been talking with the city for about a year on the Deforest Project. I have what should now be 95% plans, but only for the part of Deforest that fronts the general width of our neighborhood. Would this information be of interest to you? Where are you at in conversation with the city and are there any specific neighborhood concerns? I would be interested in community conversations, but want to support that Coppell is well past public comment meetings and is currently acquiring land and easement. We are trying to get some representatives from the HOA along Deforest Road to discuss the expansion and its ramifications on the north side of deforest court.
