March 15, 2010 Mr. John Elias City of Coppell Parks and Recreation Dept 255 Parkway Boulevard Coppell, Texas 75019 ielias @ci.coppell.tx.us Re: Hunterwood Park Improvements / Project D08710 N Report of 03 -11 -10 Site Inspection L We performed an inspection of the initial stages of rock riprap and gabion installation at 3:00 p.m. on March 11, 2010. Our observations were as follows: N Q) L 1. There were numerous tying deficiencies observed on the Area #1 structure. The deficiencies included not using the double loop method and exceeding the 5 inch spacing per the O specifications. Contractor should refer to Section 3.4 of Gabion Specifications including Figure 1 for correct tying procedure and make the appropriate corrections to bring the gabion ` O O structure within conformance. As noted in the specifications, "PROPER TYING OF GABIONS AT H ALL STEPS IN THE ASSEMBLY AND CONSTRUCTION OF THE GABION STRUCTURE IS CRITICAL TO 44 THE PERFORMANCE OF THE FINISHED GABION STRUCTURE ". The Area #2 structure was not inspected with respect to tying; however, the same specifications apply and should be ■ adhered to for those gabions. 2. Per the gabion specifications, special attention shall be given that all projecting sharp ends of y wire are turned in on the completed gabion structure. Numerous projecting wires were observed on the Area #1 gabions which need to be addressed for all gabions. ■ 3. The 12" gabion slope protection at the downstream end of Area #1 does not have 3' x 3' = nominal square cells per the referenced specifications. The cells are nominally 6' x 3' or larger and the lid mesh is already bulging and gapped which will allow long -term migration and consolidation of the rock within the cells and diminish the performance of the gabion. In tt order to bring the gabions into conformance, we recommend removing the lid mesh, emptying the rock, and installing additional 3' x 1' diaphragms to the base unit to achieve 3' x 3' nominal cells. W 4. At least two points of non - closure were observed on the Area #1 gabions (i.e., there is a hole in the gabions where they were either cut or not tied correctly). These deficiencies and any other similar ones should be corrected. 5. It was observed that the 4" cedar was cut and removed to the trunk at Area #2. We presume that the City approved this removal, as it was neither called for in the plans nor required in our opinion. The City should coordinate with the Contractor should it wish to require mitigation for this tree or any others that were removed. 6. At Area #2, a portion of the row 3 gabions were installed prior to completing the backfill up to the top of row 2 gabions which allowed the row 3 gabions to settle and tilt backwards. As a result, the top /front edge of the row 3 gabions is approximately four inches out of plane. The backfill was very loose and did not appear to have been compacted sufficiently. To correct this, the row 3 gabion should be removed and the backfill should be compacted sufficiently up P.O. Box 5000, Little Elm,TX 75068 • 972.294.5000 • 1.800.422.4667 • Fax 972.294.2664 • www.oldeninc.com to the top of row 2 gabions before installing the row 3 gabions. The remaining backfill should be well compacted and sequenced such that the remaining gabion rows are not allowed to settle /tilt. 7. Rather than cut the gabion rows per plan, the existing rock /masonry steps at Area #2 were partially removed to construct the gabions. The City should determine what, if any measures should be taken to restore the steps. We are available to meet onsite to discuss any of these issues. Otherwise, a third inspection will be performed next Monday (time to be determined). Sincerely, CRAIG OLDEN, INC. Texas Engineering Firm No. F -10869 ... L CLARK ...
