To paraphrase the conversation, you had requested: an explanation of how the value of the land was calculated: to keep the existing driveway to the east; information on the City's policy on gates for driveways; and if the City could waive the impact fees for the sewer connection. In addition, there was discussion about removing some existing trees and re- grading your front yard. The value of the land is calculated by finding the property on the Dallas Central Appraisal District website. In your case, there are two pieces to your property. The piece identified by DCAD Account #180935000000100HS is the one that includes your home. The home / improvements value is $299,190 and the land value is $172,050 for a total of $471,240. Since we are only purchasing land, we calculate our offer from the land value. The total land area is 0.93 acres (ac) * 43,560 square feet (sf) / ac = 40,510.8 sf. The value per sf = $172,050 / 40,510.8 sf = $4.25 / sf * 2,882 sf = $12,248.50. The City is agreeable to allowing the existing driveway to the east to remain. The City does not allow gates / fences in the front yard. Please see The City of Coppell Code of Ordinances, Chapter 9 Article 9 -2 Fence Regulations. If you would like to pursue this further, you would need to go before the Board of Adjustment. By law, the City can not waive sewer impact fees as requested. The sewer impact fee is based on your water meter size, which is 1". The estimated sewer impact fee is $1,603. If the City were able to remove the trees in your front yard we would be able to re -grade the area and possibly remove the existing drop inlet. We would then not need to construct retaining walls and pedestrian hand rails in front of your property. 255 PARKWAY * P.O. Enclosed with this Second Offer Letter / Letter of Permission are the right -of -way documents. The Offer Letter / Letter of Permission will grant the City permission to acquire the portion of land and to enter your property. The City respectfully requests your execution of the documents. When the check is ready, we can arrange a mutually agreeable method to exchange the documents and the check.
