That is not an acceptable installation.
Please refer to City of Coppell standard details. A 2" meter shall be installed per detail 4155. No bypass
will be permitted. Simply change the tapping saddle and corp to a tapping sleeve and valve.

The first time, I grabbed a dallas detail and tried modifying it. Here is your detail 4155 with some
modifications to it. Let me know if this works or what we need to do to make it work.
