ST8801-CS 891024 COPPELL PUBLIC WORKS MEMORANDUM DATE: October 24, 1989 · O: Steve Goram, Director of Public Works FROM: Per Birdsall, Street Superin~dent~ Russell Doyle, City Engineer3 RE: Sandy Lake Road - MacArthur East to the City Limit Line/Passing Zone Enforcement As we discussed, a field inspection of subject roadway indicates that it appears there is no need to neither zone all of Sandy Lake Road as a "no passing" zone nor sign the "no passing" zones that do exist. Generally accepted practices and the Texas Manual on Traffic Control Devices (MUTCD) provide that where there are standard pavement markings, signs need not to be used. Also, no passing zones are established only where there are vertical and horizontal curves in the roadway providing inadequate sight distances. In this sector of Sandy Lake Road, there are pavement markings (to be repainted this fiscal year), curve warning signs and speed limit signs for each direction of traffic where appropriate. With the pavement markings of the double yellow centerline near and on the horizontal curved portions of the roadway, then "no passing" signage is not needed. There does not appear to be any conditions existing to require the "no passing" zone signage. Therefore, with the stripping maintenance activity scheduled for this fiscal year, this sector of roadway for Sandy Lake Road appears to be in compliance with the Texas MUTCD and generally accepted practices.
