Left Turn Design Plans
As you know, I met with Roy Wilshire and Eugene Middleton of
Kimley-Horn on September 21, 1989, in the kickoff meeting for the
above project (see attached copy of my memo, dated 9/21/89)~ It is
my understanding that the survey of this intersection is in
progress.
As indicated in my memo =o you, ~r. Wilshire needs a direction f~rm
the city as to which de-~gn plans should they prepare on the above
referenced project, ultimat~de~ign plans or Just tempor~ left
turn lan design plans. [
I asked Mr. Wilshire as to which alternativ~would benefit Coppell
more and he made the following comments:~'
' ' a temporary
~Even if we choose to get design plans for temporary left turn
lanes, the fee may be less than $20,000.00, but the amount left
over will not cover actual construction cost of this project.
~Regardless of the alternatives available, the collection of
.~rvey data has already started.
/~__~e ultimate capacity improvements for the above intersection
~l~will fit in the future design plans for widening of Sandy Lake
~Road.
-Mr. Wilshire also indicated that he will provide either one
of the design plans per City's direction.

Design Plans
I would like to provide you with my comment on this matter and
state that I believe it would be to the City's advantage if we
chose to have the ultimate design plans prepa~ed,~ which covers
paving, drainage improvements, etc., per the ~ontract,3 Should
there be a need for any temporary left turn des~gn-on--~andy Lake,
we should be able to prepare inhouse plans with references made to
ultimate design plans.
Attached, please find a copy of the interlocal agreement between
DART and the City of Coppell, item #4, CAP, pages 2 and 3, which
is a list of transit related projects that can be funded, please
advise as to which direction we should take.
