RE: DART'S LAP FUNDS FOR DESIGN PLANS FOR SANDY LAKE/MACARTHUR
BOULEVARD INTERSECTION
As you know, as a result of the Coppell City Council and DART Board's
approval of the Interlocal Agreement, on August 8, 1989, we received 90%
of Local Assistance Program (LAP) funds in the amount of $17,785.50.
Please note that we submitted applications to DART on August 4, 1989, to
become eligible for said funds. At the same time, we also, in the very
short period of time given, received two proposals from Consultant
Engineers, which were included in the City Council package for August 8,
1989. Said proposals from DeShazo, Starek & Tang, and Kimley-Horn
Associates, Inc., assisted staff in identifying some options available for
using the DART Lap funds toward interim improvements to the intersection
of Sandy Lake Road and MacArthur Boulevard. (See Attached).
As requested by Mr. Ratliff, City Manager, we asked for refined proposals
from the above mentioned engineering firms for consideration and final
execution of a proposal prior to the August 12, 1989 DART withdrawal
election. I would like to reiterate that with the understanding of the
limited time available, staff reviewed the proposals and recommend that
the City enter into an agreement with Kimley-Horn Associates for design
(only) engineering services, as outlined in said proposal. (i.e. widening
of Sandy Lake Road, providing left turn lanes).
Please note that upon final execution of this proposal, staff will place
an item on the next available City Council agenda for Council ratification
of approval of said letter of agreement. Thank you.
