MEMORANDUM
TO:
Alan D. Ratliff, City Manager
Frank Trando, Director of Finance
FROM: Steven M. Morton, Chief of Land Development
RE:
Brick Wheelchair Ramp at Beltline and MacArthur
This memo is in regard to the meeting held on April 29, 1987, at 1:00 p.m.,
with Nathan D. Maier Consulting Engineers' representatives Janet Vick and
Tom Dixon; concerning their non-conformance to the City of Coppell Streetscape
Plan, by their deletion of the brick wheelchair ramps on the southeast and
southwest corners of the Beltline and MacArthur intersection, and in trying
to resolve this three (3) month confrontation.
Mrs. Vick stated that she was directed to relay the position of Mike Daniel
of Terra Land Development as follows:
1) The intersection will be built as the approved plans show, without
the said wheelchair ramps.
Z) Terra Land Development has already done enough for the City of
Coppell.
3) They do not have the $8,000.00 ($4,000.00 each ramp), nor can
they get financing to put the ramps in.
4) The ramps were intentionally left out to save money.
Mrs. Vick has acknowledged that they are aware that the City of Coppell has
a Streetscape Plan, and of what the configuration of a Primary Focal Point
for a Major Intersection is. She further stated that Terra Land Development
had directed her to leave the south ramp out.
I feel that the following are the City's options.
1)
z)
3)
The City can choose not to accept the intersection.
We can require the developer of the Valley Ranch Center to install
the ramps as part of their landscape committment. Their final plan
will be reviewed by the DRC on May 6, 1987.
The City can bear the expense as part of the Beltline Road (east-west)
