Dear Mr. Chadick:
As City Attorneys for the City of Coppell, we are writing to you regarding the
above referenced matter. During our previous telephone conference, you stated that you
would like to retain the mineral rights from the property you gave to the city as well as
the mineral rights for the property the city has given you. As I explained in our telephone
conference, the city cannot give away property or funds without receiving something in
return. It is in violation if the State Constitution. You stated that you have some
appraisals that would show your property was worth more than the City's property. We
have not received any appraisals or information at this time. Furthermore, any decision
on this matter would have to go before council for approval.
