I have reviewed the June 3, 1994 letter concerning the settlement agreement for the Thompson
Homestead and the various facilities located on that homestead property. In reading the settlement
agreement and viewing the aerial mapping, it is my understanding that everything except for
building #2 is an existing building and as such will be annexed into the City as an existing facility.
It is my understanding that there is some minor reconstruction taking place on several of the
facilities, but again they are all existing except for building #2. In reviewing the location for
building #2, to the best my ability it appears as though building #2 is not located within a
designated floodplain area of the City of Coppell. Therefore, the construction of that facility should
not be a problem.
I have also reviewed the minimum elevation as set forth in the letter agreement of 446.6 and find
that this is above the floodplain elevation of this area. Generally, the floodplain elevation of this
area ranges from 441 to 442.5, so an elevation of 446.6 exceeds our minimum two foot elevation
above the floodplain.
In summary, because the location of building #2 in not in a designated floodplain, because the other
facilities are currently existing on the ground, and because the elevation exceeds our minimum
requirement, I have no objections to the letter agreement as written.
