Project Scope: Applicable T.A.S. "Scoping" Sections 4.1, 4.1.1, 4.1.2 & 4.1.3 - New Construction
Project Description: OWNER - Pac Trust - Mr. Matt Oyen -15350 Sequoia Parkway 1 Portland, OR 97224; and, the City of
Coppell - Mr. Kevin Marvin, PE - 255 East Parkway 1 Coppell, TX 75019. Scope -of -work was the new
construction of approx. 3,800 linear feet of concrete roadway - including new sidewalks 1 curb - ramps,
drainage, paving and utillity improvements - NOT affecting a building. Inspection tour was provided
by Mr. Kevin Marvin PE & Mr. Rick O'Dell of the City of Coppell; Mr. Kody Harris of Lacy Construction;
and, Mr. Jorge L. Rodriguez PE of HALFF Associates Engineers. All elements required to be
handicapped accessible were found to be within T.A.S. allowed "conventional building industry
(construction) tolerances for field conditions" (ie. - understood to be plus or minus one (1) unit -1%
on sloped surfaces; and 1 or, plus or minus 112" to maximum 1" at non - critical dimension
requirements), unless noted otherwise. All noted T.A.S non - compliant elements must be brought into
full compliance and acknowledged in writing within 270 days from the date of this Inspection Report.
Initially, the the Property Owner is allowed 90 days to make the required corrective modifications. At
180 days from the date of the Report, RAS will contact the Owner if written corrective modification
"verification" has not been received. If Property Owner does not respond regarding full compliance
within the maximum 270 days, RAS must send the State Project File back to TDLR -AB ! Enforcement
Divisions for review, processing and possible fines 1 penalties.
VIOLATION 4.3 ACCESSIBLE ROUTE
4.3.1 General
All walks, halls, corridors, aisles, skywalks, tunnels, general circulation routes, and other spaces
that are part of an accessible route shall comply with 4.3.
VIOLATIONS - THERE ARE PORTIONS OF THE NEW SIDEWALKS ALONG
SOUTHWESTERN BLVD. THAT CROSS -SLOPE MORE THAN THE MAXIMUM 2% ALLOWED.
REFER TO A SIDEWALK SECTION AT EAST BELTLINE & BULLOCK (ON THE NORTH
SIDE) THAT CROSS- SLOPES APPROX. 2.6% TO 3.2 %. THERE IS ALSO A SECTION OF THE
WEST -END OF THE NEW BRIDGE SIDEWALK THAT CROSS - SLOPES APPROX. 3.6% TO
3.7 %. ALL PORTIONS OF THE SIDEWALK IMPROVEMENTS SHOULD BE RE- CHECKED
AND VERIFIED FOR COMPLIANCE, HOWEVER, THE NOTED SECTIONS WWERE
IDENTIFIDED AND MARKED DURING THE REQUIRED STATE OF TEXAS INSPECTION.
4.3.7 Slope
An accessible route with a running slope greater than 1:20 is a ramp and shall comply with 4.8.
Nowhere shall the cross slope of an accessible route exceed 1:50.
VIOLATIONS - THERE ARE PORTIONS OF THE NEW SIDEWALKS ALONG
SOUTHWESTERN BLVD. THAT CROSS -SLOPE MORE THAN THE MAXIMUM 2% ALLOWED.

by Mr. Kevin Marvin PE & Mr. Rick O'Dell of the City of Coppell; Mr. Kody Harris of Lacy Construction;
and, Mr. Jorge L. Rodriguez PE of HALFF Associates Engineers. All elements required to be
handicapped accessible were found to be within T.A.S. allowed "conventional building industry
(construction) tolerances for field conditions" (le. - understood to be plus or minus one (1) unit - 1%
on sloped surfaces; and ! or, plus or minus 112" to maximum 1" at non - critical dimension
requirements), unless noted otherwise. All noted T.A.S non - compliant elements must be brought into
full compliance and acknowledged in writing within 270 days from the date of this Inspection Report.
Initially, the the Property Owner is allowed 90 days to make the required corrective modifications. At
180 days from the date of the Report, RAS will contact the Owner if written corrective modification
"verification" has not been received. If Property Owner does not respond regarding full compliance
within the maximum 270 days, RAS must send the State Project File back to TDLR -AB 1 Enforcement
Divisions for review, processing and possible fines / penalties.
VIOLATION 4.4 PROTRUDING OBJECTS
4.4.1* General
Objects projecting from walls (for example, telephones) with their leading edges between 27 in
and 80 in (685 mm and 2030 mm) above the finished floor shall protrude no more than 4 in (100
mm) into walks, halls, corridors, passageways, or aisles (see Fig. 8(a)). Objects mounted with
their leading edges at or below 27 in (695 mm) above the finished floor may protrude any amount
(see Fig. 8(a) and 8(b)). Free - standing objects mounted on posts or pylons may overhang 12 in
(305 mm) maximum from 27 in to 80 in (685 mm to 2030 mm) above the ground or finished floor
(see Fig. 8(c) and 8(d)). Protruding objects shall not reduce the clear width of an accessible route
or maneuvering space (see Fig. 8(e)).
VIOLATIONS - THERE ARE TREE & BUSH LIMBS THAT ARE BELOW 80" (6' -8 ") THAT
ENCROACH INTO THE NEW SIDEWALK WIDTH THAT ARE POSSIBLE HAZARDS TO THE

4.4.2 Head Room
Walks, halls. corridors, passageways, aisles, or other circulation spaces shall have 80 in (2030
mm) minimum clear head room (see Fig. 8(a)), if vertical clearance of an area adjoining an
accessible route is reduced to less than 80 in (nominal dimension), a barrier to warn blind or
visually- impaired persons shall be provided (see Fig. 8(c -1)).

INSPECTION WORKSHEET CLARIFICATIONS
Now that the handicapped accessibility on -site Accessibility Inspection has
been performed, where do you go from here ?
1. If it is a "No Violations" Inspection — RAS Inspectors must notify the Property Owner and
TDLR -AB of the approved results within thirty (30) days of the inspection date. However, ARS
attempts provide this Report within less than one week of the inspection date.
2. If it is a "Violations Pending" Inspec _ - Any "violation" item indicated on the inspection
Worksheets must result in disapproval. If disapproved, the noted non -TAS complying element(s)
indicate that the handicapped accessibility item was incorrectly constructed, does not meet at least
the minimum TAS accessibility requirements, and is, therefore an "architectural barrier" denying
access by the handicapped. This non -TAS complying element should be corrected within the initial
90 days from the date of the Inspection Report Property owners are automatically given a maximum
270 days by TDLR -AB to fully comply. Owners are encouraged to correct the non- complying
elements as soon as possible. If the owner is not able to make all the noted corrections within the
first 90 day compliance time - period, ARS representatives will send the Property Owner a
"Corrections Follow -up" letter at 180 days from the date of the Inspection.
3. If it is a "Violations Pending" Inspection - Owner is to forward an executed Architectural
Barriers - Inspection Response form (TDLR AB 029 03 -07 - the blank form is attached to the
disapproved inspection letter) to ARS representatives as soon as possible - indicating that all
previously identified non -TAS complying elements have been brought into full compliance. ARS
representatives will then issue a "Verification of Corrective Modifications" approval letter and will
notify TDLR -AB representatives via a Proiect Status_ Up -date form.
4. If it is a "Violations Pending" Inspection and ARS does not receive notification of full
compliance with the maximum 270 daytime period, the State Project File must be sent to TDLR -AB
for their review and distribution to the State's Enforcement Division for review and processing.
State of Texas representatives will proceed with obtaining substantiation of Corrective
Modifications.

doors & 12" minimum maneuvering clearance if doors have BOTH a door closure
and a lock / latch mechanism; 18" centerline of water - closet fixtures; 17" to 19"
