Dear Mr. Carter:
This letter is written as a follow-up to our meeting on Friday, January
10, 1992. At that meeting you requested approval of a revised, alignment
of Parkway Blvd. on behalf of the E-Systems, Inc. Pool Trust. It is my
understanding that the Pool Trust owns approximately 56 acres at the
southeast corner of the intersection of Coppell Road with State Highway
121 (SH 121). It was noted that Coppell's current Thoroughfare Plan shows
the extension of Parkway Blvd. bisecting the referenced property in a
northwesterly direction. Prior to the City endorsing a change or a
realignment of Parkway Blvd. through this property-, the City would need
concurrence from the property owner to the south, the City of Grapevine
and the Texas Department of Transportation (TxDot).
A letter was provided to the City from Mr. William F. Callejo, Trustee for
International Associates, who is the owner of the property south of the 56
acres in question. Mr. Callejo stated in his letter, addressed to Mr.
Gary Sieb, Director of Planning and Community Services, that he was in
basic agreement with the revised alignment of Parkway Blvd. However, he
also indicated that he reserved the right to determine the final alignment
between the starting and ending point of ?arkway Blvd. as it transverses
his property.
Two drawings, prepared by Graham & Associates, showing the geometric
layout of the future extension of Parkway Blvd., were also provided. The
actual geometric design of Parkway Blvd. has not been determined. It is
only generally shown on our Thoroughfare Plan. You indicated that Graham
& Associates had met with K. R. Marshall of Barton-Aschman & Associates,
the engineering firm who completed the Coppell Thoroughfare Plan, and Mr.
Roy Wilshire of Kimley-Horn & Associates, the consultant used to study the
intersection of Coppell's thoroughfares with SH 121. Both of these people
reacted favorably to the proposed alignment of Parkway Blvd., as shown on
the drawings submitted to the City. It is also my understanding that you
have met with Mr. John Blaine, District Design Engineer with TxDot, to
discuss these layouts. It's my understanding that TxDot had no particular
problem with the proposed intersection layouts. However, they did

express a desire that both Coppell and Grapevine should jointly agree as
to the location of Parkway Blvd. as it intersects SH 121.
You also indicated that you had spoken with Mr. Bob Price, from the
engineering department of the City of Grapevine, to solicit input to the
proposed realignment of Parkway Blvd. Grapevine has no formal
thoroughfare plan. However, they did provide a plan approved by the
Planning end Zoning Commission in 1988, showing a roadway in Grapevine
that generally intersects SH 121 at the location proposed for the
realignment of Parkway Blvd. They also indicated that they had no problem
with the intersection as shown on your proposed realignment.
Additional information supplied at the meeting was that TxDot has already
constructed a crossover on SH 121 at the proposed relocation of Parkway
Blvd.
Based on the information supplied at the January 10, 1992 meeting, it
appears that the realignment of Parkway Blvd. as it intersects SH 121 is a
workable solution for both Coppell, Grapevine, and TxDot. However, even
though the alignment on Coppell's Thoroughfare Plan is only a general
estimation of location of the street, the proposed realignment does differ
significantly from that general location. It's my recon~endation that
once Coppell and Grapevine agree that this is the proper location for
Parkway Blvd., then the City should proceed with a revision of the
existing Thoroughfare Plan. Once those changes have been made, the City
could make a formal request to TxDot to incorporate the proposed
realignment of Parkway Blvd. into the future design of SH 121.
