Per our conversation on January 12, 1987, we discussed whether any
obligation exists on behalf of the City of Coppell to include into
the scope of the above referenced project the extension of water
and sewer at this time to the east side of Belt Line Road for the
Leslie property on that side. You confirmed that basically the
City does not have any obligation to do these extensions. Thus,
we do not intend at this time to add this work to the scope of
this project.
We feel that since property owners along this 'project shall be
assessed based on the final construction cost of this project and
the fact that extension of water and sewer is the responsibility
of the developer, the addition of this work to the Belt Line Road
project could create confusion at the end of the project with
assessments, unless the Leslies approach the City Council to work
out a funding procedure with them ahead of time.
We have provided you herewith copies of our correspondence with
Mr. Jerry Jordan on this matter and his response.
Should this matter be discussed or brought up by whomever during
the assessment negotiations or proceedings and the situation
changes on this issue, please have the City advise us and we can
proceed in whatever manner we need to.

Dear Mr. Peiffer:
Thank you for your letter of December 12, 1986 in connection with the Belt Line
Road improvements and the possibility of extending a water and sewer line to the east
side of Belt Line Road. The city annexed Mrs. Lesley's property without a request
being made by her for that to happen. It is the responsibility of the city to provide the
city services to all land similarly placed in the city. In order for the city to provide
city water and sewer to the property on the east side of road seems to me that it is
the city's responsibility to extend it to that location.

As follow-up to a conversation with you after one of the Cop~ell
Council meetings some time back, you mentioned the possibility
of extending water and sewer to the east side of Belt Line Road
as part of the above referenced project. This, you said, will
allow for easier and cheaper access to City utilities i~ the
future when the Leslie tract on the east side develops.
If you (or your client) wishes to have the work performed and
are willing to pay f~r it, it is our recommendation that you
advise the Coppell City Council of your desires so they can
issue direction to us.
