I told the engineer on December 19, 2006 to submit a site plan so I could run it through legal because of the Northlake issue and our opinion that Hackberry needs to be realigned. Nothing happened and then on January 5, 2007, the engineer contacted Rhonda for a construction permit so they could submit plans. I contacted the engineer on January 5, 2006 to inform them that they needed to follow the process we previously discussed and submit a site plan only, no permit or full plans, so I could get an opinion on whether or not this had any bearing on Northlake. The engineer stated that they only wanted the permit so they could see what was needed in the future. However, today they tried to submit the full plans with the driveway permit to Building Inspections for access to Hackberry. Building Inspections sent the courier to my office. After I saw what the courier was trying to deliver, full plans with a driveway permit, I called the engineer and told them that I would not accept delivery of the plans and permit. I expressed concern that they were trying to bypass the process that I had previously provided. I was told that the property owner wanted the plans and permit submitted. I again told the engineer to provide a site plan only so I could get a legal opinion on the access issue.
