Mr. Latta,
Thank you for your help in providing City of Coppell utility record
drawings and GIS maps for our use as part of the DART Cotton Belt
Preliminary Engineering project. We have reviewed the information
provided by the City of Coppell and compared it to the list of known
utilities affecting the Cotton Belt ROW as documented by DART. We have
also compared the City of Coppell information to right -of -way license
agreement documents on file at DART headquarters. The results of our
review are shown below. The following list shows utilities we still have
questions about that show up on DART documents, the City of Coppell GIS
maps, or both, but for which we do not currently have record drawings. We
are sending this list and requesting record drawings for these utilities
if they are available. Or, if drawings are not available, we would
appreciate any information you can provide about these utilities that
might help us to determine whether or not to show them as existing
utilities on our Preliminary Engineering drawings.
The DART license agreements mentioned below are attached to this email for
your review. Please contact me if you have questions about the following
list:
1. One 12" sanitary sewer line along the east side of Royal Lane - we do
not have a DART license agreement for this sewer line but it does show up
on the City of Coppell GIS maps.
2. One 8" sanitary sewer line crossing at Freeport Parkway - we do not
have a DART license agreement for this sewer line but it does show up on
the City of Coppell GIS maps.
3. One 12" sanitary sewer line along the west side of Coppell Road - we
do not have a DART license agreement for this sewer line but it does show
up on the City of Coppell GIS maps. It is also shown on the record
drawings for the Coppell Road / Service Center Sewer Line.
4. One 2" water line inside a 6" casing pipe along the east side of
Coppell Road - DART Licence Agreement No. 10351. This line appears to be
owned by Dallas County Water District No. 17. If the City of Coppell has
additional information about this line, please let us know.

5. One 12" water line inside an 18" casing pipe along east side of Moore
Road - DART License Agreement No. 9768. This line is shown on the City of
Coppell GIS maps and is also shown on the record drawings for the 24"
Crosstown Water Line at Moore Road.
6. Three sanitary sewer lines that cross the Cotton Belt ROW - DART
License Agreements No. 606852, 605386, and 605384: These three numbers are
assigned to one DART license agreement.
Line A = 12" sanitary sewer line inside 18" casing pipe east of
Fairway Drive near Assured Self Storage building. This line does not show
up on the City of Coppell GIS maps.
Line B = 12" sanitary sewer line inside 18" casing pipe east of
Fairway Drive near Assured Self Storage building. This line does not show
up on the City of Coppell GIS maps.
Line C = 12" sanitary sewer line inside 18" casing pipe between
Grapevine Creek and Mockingbird Lane. This line shows up on the City of
Coppell GIS maps but has an "X" through it as if it has been
abandoned. This line may have been replaced with the 24" sanitary sewer
line mentioned in number 7 below.
7. One 24" sanitary sewer line inside a 36" casing pipe that appears to
be located between Grapevine Creek and Mockingbird Lane - DART License
Agreement No. 921204. This line does not show up on the City of Coppell
GIS maps.
8. One 42" water line between Mockingbird Lane and MacArthur Boulevard
inside OHE easement area west of Hidden Hollow court - we do not have a
DART license agreement for this sewer line but it does show up on the City
of Coppell GIS maps. Does the City know who owns this water line?
9. One 24" water line inside a 36" casing pipe along the east side of
MacArthur Boulevard - DART Licence Agreement No. 9767. This line is shown
on the City of Coppell GIS maps and also on the record drawings for the
24" Crosstown Water Line at MacArthur Boulevard.
10. One 8" sanitary sewer line inside a 15" casing pipe near Ledbetter
Road- DART License Agreement No. 960701. This line does not appear to be
shown on the City of Coppell GIS maps.
