ST9304-CS 860926DALLAS COUNTY PUBLIC WORKS September 26, 1986 Mr. J. E. Powell, P.E. City Engineer City of Coppell P. O. BOX 478 Coppell, Texas 75019 Re: Belt Line Road Project 490-402 (Coppell East City Limits to IH-35E) Dear Mr. Powell: Dallas County has contracted with Albert H. Halff Associates Incorporated for the design of the referenced project. The Cities of Carrollton and Coppell have directed the County to design the project generally along its existing alignment. As part of the design, Halff Associates has modeled the Elm Fork of the Trinity River flood way to select the proper size bridge lengths for Belt Line Road. There has been considerable discussion regarding the proposed bridge lengths for the project. In addition to the model pre- pared by Halff Associates, a study prepared by another con- sulting firm for a local developer was submitted to the County. Attached is Halff Associates review comments and comparisons between the two models. Since the project impacts the floodway in your jurisdiction, we felt it prudent for you to review and comment on these models. If you have no adverse comments, we plan to proceed with design based on Halff Associates model. Should you wish to discuss this with our consultant please contact me and I will arrange a meeting. Sincerely, Allen Bud Beene, P.E. Project Engineer ABB/ge Attachment 161 Commerce Dallas, Texas 75207 749-8151
