Dear Mr. Ratliff:
This letter is being written to you in order to establish notice
to the City of Coppell that, because of certain actions taken by City
staff as hereinafter stated, a "taking" of the referenced property by
the City has occured, and my company has incurred, and continues to
incur damages, for which my company will be seeking compensation from
the City.
On August 16, 1991, I was informed by Dale Jackson that I would
not be able to obtain building permits on either lot referenced above.
Approximately one month later, Greg Jones again said that no building
permit could be issued for either lot because the City needed to install
a new 30" sewer system that would cross these properties, and the City
would need an additional easement for the installation of the sewer
system over the subject property.
Since August 15, 1991, I could not in good faith, sell or build on
these lots knowing these facts. The City has been unable to tell me when
this matter can and will be resolved. I do not ~ow the extent of the
damages which the City will owe me. However, I suggest that we begin
negotiations immediately in order to resolve this matter as soon as
possible.
