ST0004-CS010130 MEMORANDUM FROM THE DEPARTMENT OF ENGINEERING To: Jim Witt, City Manager From: Kenneth M. Griffin, P.E., Dir. of Engineering/Public Works Date: January 30, 2001 RE: Freeport Parkway (Bethel to I.H. 635) Project ST 00-04 I have completed the specifications for the rebuilding of approximately 14,500 square yards of Freeport Parkway from I.H. 635 to Bethel Road. We have set a date of February 27, 2001 to open bids, with a Council award on March 27, 2001. In reviewing the locations of where portions of the roadway will need to be reconstructed, it is quite obvious that a contractor will need to shut down large portions of the roadway to facilitate the repair of Freeport Parkway. In an attempt to attain the most advantageous pricing for the City of Coppell, I am providing information with the specifications that the contractor will be allowed to close one-half of the roadway from basically Bethel Road to I.H. 635 and remove and reconstruct half of the roadway without dealing with traffic, except for the crossover streets and driveways. Once that half of the roadway is complete, traffic will be switched over and the contractor will be allowed to close the other half of the roadway to totally remove and replace deteriorating sections. This approach to the project will require two-way traffic to be maintained on one- half of the roadway for the duration of the project. We are preparing a list of adjacent businesses so that they can be notified of the projected timeline of the reduction to one-lane in each direction. We will also provide handouts to Coppell Middle School West so that parents will be alerted to the projected construction and have the opportunity to choose an alternate route. We will begin advertising this project in the paper on February 9, 2001. If you have any concerns about the approach I am taking on the project please let me know.
