Project Engineer, Dallas County 411 Elm Street Dallas, Texas 75202 RE: Sandy Lake Project 91-838 (City of Coppell Project ST 93-01A) Dear Mr. Griffin: This letter is written in response to your July 12 and August 1 letters requesting a status of the right-of-way acquisition for the Harrington and Farrow properties. As you are aware, the City anticipated receiving right-of-way documents for these parcels around the first of the year and in anticipation of such entered into a contract with an appraiser in February 1996. At that time, the appraiser stated she could provide all the necessary appraisals to make an offer within 30 days. However, the documents were not processed to the City until May 22, 1996 and they were processed to our appraiser the first week of June. Between February and May, our appraiser became involved with another project and has now stated the appraisals will not be ready until the latter part of August 1996. I have spoken to our attorney about the process to obtain a right of entry as opposed to the process of eminent domain and have been advised that we should proceed with the process of eminent domain. In anticipation of the property owners not accepting the City's offer, we will be taking a resolution to City Council on August 27 to authorize the City Manager to make an offer to the property owners and then proceed with the process of eminent domain if the offers are rejected. At this time I do not have a firm time table of when we will have the easements in hand. Again, we did anticipate being provided documents from the County much sooner than they actually were provided.
