Re: Heartz Road Paving & Drainage
Dear Shohre:
In accordance with the letter dated July 31, 1991 from Mr. Larry
Davis to Mr. Tom Wise, Project Manager for the Heartz Road paving
project, I will address items number 1, 3, 4, and 8 of said
letter as follows:
Item No. 1. Our paving plan, sheet 1 of 3 has been revised
to include an 8' wide paver section at the intersection of Sandy
Lake Road and Heartz Road. Attached is a plan for said
improvement.
Item No. 3. I have noticed isolated erosion along the parkway
of Heartz Road between station 0 + 90 and 3 + 00 on the east
side. The installation of hay bales at the property line,
countersunk 3" - 4" and tied together should alleviate the
magnitude of such erosion. The bales should only be placed
where evidence of erosion has occurred. When vegetation covers
the parkway, the problem will be decreased. I recommend this
as an alternative to the requested type "Y" inlet proposed by
Mr. Larry Davis, Chief Inspector.
Item Noc 4. Mr. Davis is concerned about the existing swale
that is located on private property along the west side of Heartz
Road and the parkway slope. Attached is a letter from Mr. Harry
Hargrave which acknowledges the condition and their intentions
in the future. I recommend that the parkway be graded to City
Standard where possible and wher~ trees adjacent to the parkway
are involved. I recommend that the parkway be adjusted to
protect the root system of said trees. The slope on private
property should not exceed 4:1.

Item No. 8. I have submitted a revision to the'previous plans
for the remedy to the drainage problem of water held in a low
area, the brick pavers at the intersection of Heartz Road and
Parkway Boulevard. This alteration would remove the sag from
the paver area to a location outside therof. To install the
required system, an inlet would be constructed and 15" R.C.P.
to an existing inlet in Parkway Boulevard. There would not
be any adverse hydraulic impact if such a solution is acceptable.
Mr. Tom Wise or Mr. Mike Allen will address any or all other
requirements for said project.
