I enjoyed our conversation on Monday, July 15, re§ardin§ the Heartz Road
paver issue, and appreciate the back-up information you provided. I have
reviewed your documents, had conversation with City staff, your en§ineer~
the Mayor, City Manager, and have reviewed the marked-up copy of the
construction drawings.
After this exhaustive review, I reach the conclusion that the brick pavers
should have been installed. I base my opinion on:
the streetscape plan requires it
neither the Mayor nor City Mana§er recalls any conversation
which waived the pavers
the correspondence between yourself and the City Manager
dated October 5 specifically addresses this issue. It could
he ar§ued that the October 5 letter, Point 8, which mentions
approval of the construction: "Depending upon comments
generated in our engineerin§ review..." did, indeed, draw
attention to comments re§arding the streetscape plan
the marked-up copies of the construction drawings
specifically stated "follow streetscape plan in this area",
and noted the plan applied to the Heartz, Sandy Lake Road
intersection.
I would, therefore, request that brick pavers be placed at this
intersection in compliance with the streetscape plan. Although I
understand this is an added expense of, I believe, $3,400, it must be
noted that Heartz and Sandy Lake is a major intersection here, and the
paving texture is very important to the aesthetic appeal and identity of
this City. I know you recognize that fact in that you have placed the
pavers in your Park Lane subdivision immediately to the east of this
location as well as at the northern intersection of the Parkway and Heartz
Road.
I am sorry I could not a§ree with your conclusion regardinG this matter,
but trust you will authorize your contractor to correct the oversight at
your earliest convenience.
