Dear Ms. Walters:
At the request of Duke, The Container Store and the City of Coppell, Pacheco Koch performed
a site investigation on May 19, 2010. The purpose of this investigate was to review the current
drainage conditions associated with the storm water detention facility located at the northwest
corner of the above mentioned site. For the past several years, The Container Store
representatives have noticed that the water surface elevation of this pond will rise during and
after storm events. But rather than recede, the storm water maintains a high elevation for
months. In addition it also has been noticed that water is discharging into the pond from the
outfall pipe. The Container Store representatives have further noticed that once the water
recedes any vegetative cover previously established at the waters edge has died due to being
submerged over a long period of time, leaving a bare earth ring around the pond. Obviously
the Container Store has issues with this situation as it produces a negative visual impact on the
site.
Based on the review of the Construction Document prepared for this site, the detention facility in
question was designed to detain the increase in storm water discharge from the site to that of
an existing condition. This was achieved by sizing the pond to allow for a total for four (4) feet of
storage above the normal water surface elevation (bottom of the outfall pipe). During the site
investigation the outfall pipe was more than half way submerged and the water was static. The
outfall pipe is connected to a storm water conveyance system in Ruby Road which was
designed to discharge into a creek. As of the date of this investigation the creek has been
transformed into a pond. Upon review of this pond it is apparent that over time with siltation and
the presence of animal activity, a dam has formed in line with the creek with the crest elevation
above the outfall pipe of The Container Store's detention facility.
It is the recommendation of Pacheco Koch to clear a channel through the dam therefore
allowing The Container Store's detention facility to function properly. In its present condition the
dam is voiding almost half the detention pond's storage capacity. In the event of a significant
rainfall event, it is possible that the pond will overtop and directly discharge into Ruby Road.
Another option could be placing a culvert pipe through the dam at an elevation below the
outfall pipe The Container Store's detention facility. The size of this culvert would need to be
sized to allow the ponds to drain within a day or two after the storm event. In both cases, the
animals damming the creek could rebuild the dam and therefore should be removed.
