The Department of the Army permit program is authorized by Section 10 of the River and'Harbor Act of 1899, Section 404 of the
Clean Water Act and Section 103 of the Marine, Protection, Research and Sanctuaries Act. These laws require permits authorizing
activities in or affecting navigable waters of the United States, the discharge of dredged or fill material into waters of the United States,
and the transportation of dredged material for the purpose of dumping it into ocean waters. Information provided on this form will be
used in evaluating the application for a permit. Information in this application is made a matter of public record through issuance of a
public notice. Disclosure of the information requested is voluntary; however, the data requested are necessary in order to communicate
with the applicant and to evaluate the permit application. If necessary information is not provided, the permit application cannot be
processed nor can a permit be issued.
One set of original drawings or good reproducible copies which show the location and character of the proposed activity must be
attached to this application (see sample drawings and instructions) and be submitted to the District Engineer having jurisdiction over

Belt Line Road . . City of Coppell (8/1/86)
4(a) Activity
Construction of approximately two miles of a six-lane
divided thoroughfare within the City of Coppell, Dallas County,
Texas. Project limits are from IH 635 North to Denton Tap
Road. A portion of the project parallels approximately 1,600
linear feet of North Lake frontage. Approximately 1.25 acres
of present lake and wetlands area shall be affected by these
improvements. The design, however, incorporates the planting
of hardwood trees to establish approximately 0.50 acres of new
aquatic habitat area at the lake.
Planned along with the paving improvements are underground
storm drainage improvements designed to handle a 100-year
storm. Four storm drainage structures are proposed along the
lake and are shown on the enclosed plans.
Any cofferdams used during construction along the lake are
required, per the contract, to be a structural, non-erodable
type cofferdam that will not produce any siltation in the lake.
Also, dewatering excavations along the lake require approved
filtering media be used prior to the pumped water entering the
lake.
4(b) Purpose
The purpose of this project is to provide an adequate
thoroughfare to the public that is capable of meeting current
and future traffic demands along with drainage improvements
capable of handling ultimate development of the watershed area
under current zoning. This thoroughfare is consistent with the
City of Coppell Thoroughfare Plan. Funding is provided by the
City of Coppell 1984 Capital Improvements Bond Program and
revenues appropriated by Dallas County. The Notice-To-Proceed
With Construction is expected to be issued approximately 10/1/86,
with an expected completion date of March 24, 1988. Contract
time for this project is 540 calendar days.
4(c) Discharge of Dredged or Fill Material
This project shall include the placing of approximately
5,328 cubic yards of rock fill along 1,600 linear feet of North
Lake frontage. The material shall be delivered to the site by
truck. All fill shall be placed within the limits of the City
of Coppell public right-of-way approx.
