Ultimate design is for a 35’wide concrete street. Two 13’Travel Lanes with an 8’Parking lane on the west side of the road. This sales tax was authorized by the voters of Coppell in November 2007. Surveying and detailed design efforts began in 2009. On July 8, 2010 the city received 8 bids for the reconstruction of Heartz, Dobecka, and Clear Creek. The low Bidder on Heartzwas RKM Utilities in the amount of $534,582.50. The project was awarded to RKM at the July 13, 2010 City CouncilMeeting.  Engineering Department C i t y o f C o p p e l l Tax 2009 HeartzRoad Construction will be accomplished in Phases: Phase 1 –New sewer line installed on the west side of the road and west 2/3 of the road will be torn up and re-built. Phase 2 –New water line installed on east side of the road and eastern 1/3 of the road will be torn up and reconstructed. Beginning as early as October 11, 2010 the roadway will be limited to One-Way Traffic. Direction of traffic will be southbound from Sandy lake to Braewood. On-street parking will be prohibited within the project limits for the duration of the project.  C i t y o f C o p p e l l  Engineering Department C i t y o f C o p p e l l Coppell Why did we decide to make the road Fire southbound only? Station No. 3 Traffic counts indicate a total volume of approximately 4,000 vehicles per day divided nearly equally between northbound and southbound. Emergency Response The decision was based on Route Emergency Response. This area is served by personnel from Fire Station No. 3 on Parkway Blvd. When seconds count, the Fire Department will have unimpeded access from the station to the homes and the school within the project area.  Engineering Department C i t y o f C o p p e l l Where are we now? Utility companies are wrapping up relocating minor conflicts. We have entered into a contract with RKM Utilities in the amountof $534,582.50. RKM Will begin mobilizing and working on Phase I as early as next week. Closure of northbound traffic will begin no earlier than October11 th. The contractor has 150 calendar days to complete the project. The contractor will be awarded a bonus of $1,000 per day for early completion. If the contractor fails to complete the project by the contract completion date, they will be assessed damages in the amount of $1,000 per day.  Engineering Department C i t y o f C o p p e l l Potential Traffic Concerns Increase in traffic on alternate streets and Increased traffic in alleys. School congestion during morning drop-off and afternoon pick-up. Drivers finding alternate locations to drop off or pick up students. Disregarding traffic control devices. With the opening of Manera Academy last year we have spent considerable time evaluating traffic patterns in this area. Once construction begins we will monitor these and any other issues that may arise.
