Dear Mr. Parche:
We have reviewed your August 7, 1989 letter requesting
authorization for the opening of the subject road west Of Denton
Tap Road. As the project engineer for'the City of Coppell on the
Denton Tap Road Improvements project we do not have the authority
to fulfill your request. The authority to open Parkway Boulevard
lies with the City of Coppell.
As you are aware, the Denton Tap Road Improvements project is
currently under construction. Portions of the paving of the west
side of the Denton Tap Road/Parkway Boulevard intersection are
still incomplete. While the Contractor has an obligation under
his contract to complete the whole project on or before his
contract date, he is not obligated to complete portiOns of the
work in any special sequence or time frame.
It is up to L. H. Lacy Co. to determine what access, if any,
they will allow into their construction zone from Parkway
Boulevard west. We have spoken to Scott Balch of L. H. Lacy
Company regarding this issue and feel certain he will make every
attempt to furnish temporary access to and from Parkway Boulevard
west while his forces complete their work on Denton Tap Road.
