Dear Mr. Griffin,
Dallas Fort Worth International Airport (DFW) has submitted a project to the North
Central Texas Council of Governments (NCTCOG) for funding consideration per the
2007 Comprehensive Development Agreement Funding Initiative. The attached project
submittal details the widening of Royal Lane,which is to the southwest of the City of
Coppell's property line.
Additional capacity to Royal Lane would be built on DFW Airport property. The existing
section of Royal Lane north of Regent Boulevard is leased to and maintained by the City
of Irving. The existing section of Royal Lane south of Regent is located in the City of
Irving.
Currently this project is in the planning phase awaiting funding consideration. However,
DFW has recently taken Board action to begin design for the portion north of Regent
Boulevard only.

On behalf of the Dallas Fort Worth International Airport and the City of Irving, we
are pleased to present our completed application in response to the 2007 RTC
Comprehensive Development Agreement (CDA) Funding Initiative.
Capacity improvements to Royal Lane, currently a two lane undivided facility
located in Dallas County between Interstate 635 and State Highway 114, are
needed to support the following:
. existing commuter and cargo traffic that reaches level of service F in the peak
hours,
. future goods movement traffic as a result of growing DFW air cargo
accessing logistics centers in adjacent International Commerce Park, and
. regional vehicular traffic that will increase during DFW Connector
construction.

On behal f of the City of Irving, please consider this correspondence as our support tor the
DFW Airport CDA project submittal titled '"Royal Lane Capacity Improvements". The
project limits are from IH635 to Freeport Parkway which serves commercial
development to the east of Royal and also west of Royal on DFW Airport property.
Recent development has created peak capacity deficiencies on Royal Lane which serves
as primary access to the area and development viability.
The DFW Airport application reflects a total project cost 01'$26,528,783.00. We look
forward to working with the Airport Staff and NCTCOG Staff to evaluate the cost for
potential project cost savings. To that end, the City of Irving commits to providing traffic
signal installations at Royal/Regent and Royall Esters as well as traffic control signing
and pavement markings.
Again, the City of Irving fully supports the Royal Lane Project Application and remains
available to assist in successful implementation of the Project.

This project supports DFW's Freight Oriented Development. International Commerce Park is a multizone
Foreign Trade Zone with Royal Lane as its only access. The City of Irving also operates distribution centers

justification
. The referenced section of Royai lane borders the east side of International Commerce Park (ICP). Traffic
counts on Royal arc 10.900 vehicles per day north of Regent Blvd. and 9,200 vehicles per day north of 14th SI.
resulting in LOS F and LOS E for a 2 lane suburban minor arterial. Traffic orientation is as follows: 24% is
regional or through-corridor traffic; 46% accesses DFW cargo on the east; and 30% accesses City of Irving
distribution centers and :ocai Irving traffic. The iCP totals 256.4 acres in current leases with 2.7 M SF building
space currently in place with an additional 3.4 M SF for completion in FY 09. There are currently 1,382
employees that serve the ICP with an additional 1 ,716 by FY 09. As a result of this new freight oriented
. development. future traffic will exceed an already unacceptable level on Royal lane.
