Dear Mr. Powelh
I enjoyed meeting with you and the other gentlemen on Sunday. We have ordered
a survey of the property on the east side of Beltline and a final version of the survey
of the property on the west side of Beltline. As soon as they are finished I will supply
them to you. With that we will know specifically whether or not there is any
additional acreage owned by the Lesleys on the east side of Beltline. My initial
observation is that Mr. Lesley was incorrect and that it is closer to thirty (30) acres.
Some of the points that we reviewed in our meeting was the location of both
sewer and water with a 12 inch sewer and water line being available at the north
boundary line of the Lesley property in the right-of-way Beltline and a similar
situation over at Freeport Parkway. We agreed that it would make good sense that
this would eventually be looped through the Lesley property in order to provide the
benefits that naturally flow from a looping situation. We also discussed the necessity
of supplying city water to the acreage on the east side of Beltline. With the
preliminary plans of Beltline in the process, it seems that there should be incorporated
into those plans at this time, the location of the water mains to provide fire protection
and city sewer and water service to that 2g acre tract. A decision should be made as
to whether or not that will be done with just one line going underneath Beltline at the
north end of the property or whether you would provide a second line at the south end
of that tract so that there would be in effect a looping to serve the east side of the
property.
During the course of the meeting I advised you that I did not think it was likely
that Mrs. Lesley would donate any right-of-way for a realignment of Beltline with the
proposed widening of the bridge across 635. That fact, I believe, should be taken into
account when the design work is done in regard to that bridge in consideration of the
economics involved of staying within the existing right-of-way.

In general, I concurred with Mr. Proctor in his statement that he envisioned the
tract as being in effect an extension of the Las Colinas type of development.
recognize the importance of the aesthetics involved in connection with the approach
into the city. At the present time the batch plants are performing a needed function
for the development in the area and we anticipate that that type of use will be needed
for some period of time into the future. You indicated that there was no other
particular area that had been selected for the use of batch plants within the City of
Coppell and I believe we all generally acknowledged that reduction in haul distance
can have an effect on the economics. I would think that a purchaser of the entire
tract of the Lesley land would be pleased in having the batch plants there for the short
haul period while the property on the west was being developed since this would cut
down on their development charges.
