R~.~ 478 ~:)~ Texas 75019 IL[ March 21, 1986 The Honorable Dave Fox Judge, Dallas County Commissioners Court 411 Elm Street, Second Floor Dallas, Texas 75202 RE: Relocation of Belt Line Road within the City of Coppell Dear Judge Fox: It is my understanding from Mr. Wayne Ginn, consulting engineer for our city, that the relocation of Belt Line Road may be on the agenda for Commissioner's Court on Monday, March 24. There are a few points that I would like clarified for consideration of this subject. This issue did not originate in Coppell or come from the City of Coppell. County discussions were being conducted with the City of Carrollton weeks before this item was addressed by Coppell. I find it difficult to place the relocation issue at the feet of these two cities saying that the County is simply responding to our wishes. It was clearly understood by Mr. J. W. Bryan's attendance at the Coppell City Council meetings of December 18, 1985 and February 3, 1986 that the County was bringing this proposal forward. It is true that, after lengthy discussion, the City of Coppell endorsed preliminary efforts for re-alignment of Belt Line Road by the County. Let me stress the word "preliminary." The Coppell Council motion moved to support the preliminary report for re-alignment of Belt Line Road with the stipulations that 1) the property on the north side of the railroad be brought out of the flood plain; 2) with the approval of the City of Dallas, DP&L, and Dallas County --- land on the north side of the DP&L plant would be annexed into the City of Coppell; 3) the City of Irving disannex land on the north side of new Belt Line Road so it could be annexed into the City of Coppell; Judge Fox 'March 21, 1986 Page 2 4) Coppell would have control of the road as it would become our Southern city limit line in some areas; 5) the extension of the streets of Mockingbird, MacArthur, Ledbetter, Fairway, Moore and residential access roads to the new re-aligned road would be paid for by the developers involved and these roads would be raised out of the flood plain; and 6) Dallas County would be the catalyst to make the above happen. These requests were clearly addressed to Mr. Bryan and he agreed on behalf of the County. This understanding was a turning point for the whole discussion. As a result, the motion to support the County' s re-alignment plan passed because of the County' s commitment to making the above happen. Lacking that commitment from the County I believe the motion would have failed. Now, to the present. Mr. Bryan has again requested, through our consulting engineer, Mr. Wayne Ginn, to be placed on the Coppell Council agenda for Tuesday, March 25. It is my understanding that the engineering alignment and cost estimates will be presented for final approval. Unless there is firm evidence of good faith from the County that they will in fact honor and assist in achieving the above, I will withdraw the item or ask the Council to table this item until a later date. I also believe that Coppell's support of this effort will be withdrawn if the above conditions are not met. I hope the above information is helpful to your discussion on Monday morning.
