realign Southwestern Drive and authorize the Mayor to sign.

On May 4, 1995, I received a letter from Bill Dahlstrom, on behalf of Prentiss Properties,
requesting that Airline Drive be included on the Major Thoroughfare Plan and that Southwestern
Drive be realigned on the Thoroughfare Plan. After reviewing the letter from Mr. Dahlstrom
and the thought process behind each suggestion, staff is in agreement with the requests.
It has been my opinion for some time now that Airline Drive has been operating as a collector
street. It basically routes traffic from Beltline Road to Freeport Parkway and then onto IH-635.
It has the proper spacing from streets both north and south of it to meet the criteria of collector
street spacing in commercial areas.
The realignment of Southwestern Drive took additional investigation to determine whether or not
staff could support this request. Our current Thoroughfare Plan shows Southwestern Drive
dipping southward as it approaches Freeport Parkway and aligning with Gateway Boulevard.
However, that alignment creates several small pad sites on the corner as opposed to a larger pad
site that could potentially attract a user similar to what we have been seeing recently. Also,
creating three-leg intersections at Southwestern and Freeport and at Gateway and Freeport allows
for less turning movements at both intersections. Therefore, it has potential to have less traffic
conflicts.
Attached to this agenda item is the letter from Mr. Dahlstrom representing their opinion of the
request. Staff recommends the request to amend the Thoroughfare Plan to include Airline Drive
as a C4U and to eliminate the southward curve in Southwestern Drive. Staff will be available
to answer any questions concerning this issue at the Council meeting.

Dear Mr. Griffin:
As you may recall, this firm represents Prentiss Properties, the owner of the undeveloped
portions of Park West Commerce Center. Pursuant to our earlier meetings, this letter is being
forwarded to you on behalf of the Owner to respectfully request that Airline Drive be included on
the City's Major Thoroughfare Plan and that Southwestern Drive be re-aligned on the Thoroughfare
Plan to intersect with Freeport Parkway in accordance with the existing alignment. Each of these
requests are consistent with Coppell's Major Thoroughfare Plan and are consistent with established
land planning principles.
Airline Drive is an east/west street which runs between Belt Line Road and Freeport
Parkway. Airline Drive functions as a two-lane undivided collector (C2U) and distributes traffic from
the arterials (Belt Line, Southwestern Drive and Freeport Parkway) to the secondary street system
and provides direct access to existing and proposed commercial and industrial land uses. According
to Table 1 of the City's Major Thoroughfare Plan, Roadway Functional Classification and General
Planning Outlines, collector streets should be spaced between one-quarter mile (1,360 feet) to one-
half mile (2,720 feet) apart. A closer spacing is recommended in commercial and high density
residential districts. Airline Drive meets this guideline by being approximately 1,300 feet from
Wrangler Drive and 1,400 feet from Southwestern Drive. A review of the planning guidelines in the
Major Thoroughfare plan shows that Airline Drive meets all of the criteria for a collector street.
Southwestern Drive is a four-lane divided arterial between Belt Line Road and Freeport
Parkway. However, about 750 feet east of Freeport Parkway, Southwestern Drive turns to the south
which will result in an awkward alignment. It is our view that it makes more sense to re-align
Southwestern Drive to remove this bend and have the arterial intersect with Freeport Parkway
approximately 660 feet north its present alignment. Such a realignment will also result in a larger
developable tract consistent with the Park West Commerce Center.

AN ORDINANCE OF THE CITY OF COPPELL, TEXAS,
AMENDING THE COPPELL THOROUGHFARE PLAN CODIFIED AT
ARTICLE 15-9 OF THE CODE OF ORDINANCES OF THE CITY OF
COPPELL, TEXAS TO ADD AIRLINE DRIVE WITH THE ROADWAY
CLASSIFICATION OF C4U AND BY AMENDING FIGURES D-7, D-9, AND
D-10 OF THE COPPELL THOROUGHFARE PLAN TO CHANGE THE
ROADWAY CLASSIFICATION OF A PORTION OF SOUTHWESTERN
DRIVE TO C4D AND THE ALIGNMENT AS SHOWN ON EXHIBIT "A"
ATTACHED HERETO; PROVIDING A REPEALING CLAUSE; PROVIDING
A SEVERABILITY CLAUSE; AND PROVIDING AN EFFECTIVE DATE.
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF COPPELL,
SECTION 1. That the Coppell Thoroughfare Plan as heretofore adopted and codified
Mt Article 15-9 of the Code of Ordinances of the City of Coppell, Texas, be, and the s~me
is hereby, amended to add Airline Drive with the roadway classification of C4U, and by
amending Figures D-7, D-9, and D-10 of the Coppell Thoroughfare Plan to change the
roadway classification of a portion of Southwestern Drive to C4D, and the alignment as
shown on Exhibit "A" attached hereto, and made a part hereof, for all purposes.
SECTION 2. That all ordinances and provisions of the Code of Ordinances of the
City of Coppell, Texas in conflict with the provisions of this ordinance be, and the same are
hereby, repealed, and all other provisions not in conflict with the provisions of this
ordinance shall remain in full force and effect.
SECTION 3. That should any word, phrase, paragraph, section or portion of thi.~
ordinance, or of the Code of Ordinances, as amended hereby, be held to be void or
unconstitutional, the same shall not affect the validity of the remaining portions of said

ordinance or of the Code of Ordinances, as amended hereby, which shall remain in full
force and effect.
SECTION 4. That this ordinance shall become effective immediately from and after
its passage as the law and charter in such cases provide.
