The improvements to Southwestern Drive will not he constructed until such time deemed nccessa~ by the Ci~ o~ Coppell due to traffic or infrnstmcture demands. In the inte~ period, modifications o~ median openings due to site development are higly probable. ~ a result, Prenttss/Copley Investments Group ~shes to delay submitting landscaping plan~ at this time. ~ese plans can be more efficiently prepared at a later date. t~so, in thc tnterest o~ both the client and the Ci~ r~ Coppell, poffiona of the new c~sting 24" water lithe, which ~11 be under one lane of proposed pavement, have not been relocated to simply avoid being under pavement. Relocation of all {'ff this line would be a major unnecessary e~mnse to the client and to the Ci~. Being a transmission ~e line and not a site feeder, future taps will nm be necessary, and maintenance and connections sh{mld not be a factor in thc situation.
