Box 478 Coppell, TX 75019 Re: Belt Line Road/IH635 Overpass Dear Mr. Proctor: The Texas Highway Department will be holding a meeting on February 4, 1986, at 2:00 p.m. at their Mesquite District office regarding the above referenced subject. The purpose of this meeting is to get the City of Coppell and the City of Irving together to decide on the future alignment of Belt Line Road at this intersection. The major issues are: Addressing the existing 20' offset between Belt Line Road centerlines at the IH635 overpass. Possible additional right-of-way needed depending on solution chosen for future alignment (Coppell vs. Irving). Texas Highway Department's plans for IH635 bridge (widening existing structure vs. construction of new overpass). Texas Highway Department appears to be favoring the City of Irving centerline alignment. For background information, a meeting was held July 2, 1985, to determine what the main issues are. A memorandum of that meeting is enclosed. Also enclosed is a copy of a handout presented by Ginn, Inc. at the July 2 meeting which shows the north side of the intersection and what is existing vs. proposed prior to the meeting. A third enclosure shows what the City of Irving proposes south of the intersection. Our office plans to have a representative at this meeting since the alignment directly impacts our Belt Line Road design. Please call if you should have any questions regarding this subject. GT-6-b- 16 Belt Line Road from SH 114 to IH 635 Mr. Mark Arredondo Arredondo, Eperson, Solarte & Brunz, Inc. 9330 LBJ Freeway # 950 Dallas, Texas 75243 Dear Mr. Arredondo: In response to your phone inquiry, I have reviewed our assigned, 2000 traffic volumes from our 20-20-6 and 12 traffic assignments which indicate excessive volumes in the 80,000 to 100,O00 vpd range. There is an obvious error, most likely in our socio economic forecast or perhaps in our network or some other facet of our modeling process in this area. It is important to stress the need for a corridor analysis to correct and/or adjust these volumes, and in no case should they be used for environmental studies or design volume without such analysis. We will undertake this project as we try to improve future traffic assignments; however, time does not per- mit that now unless District 18 so requests. There is little doubt, in my judgement, that future traffic levels will reach 40,000 to 50,OOO vpd as development approaches build out in nearby areas within 20 years. Moreover, looking at this project from a system viewpoint, it is quite likely future volumes will exceed those levels ~t Line is tied to Garden Ridge Parkway to the north as we are recommending in the Regional Transportation Plan. In this event, Belt Line will become a major (principal arterial) corridor between residential areas in Coppell and Denton County and large employment areas in the IH 635-SH 114 corridors, I strongly recommend the following strategy to District 18 and the Cities of Irving, Coppell and Lewisville for Belt Line north of SH 114 and Denton Tap Road. · Procure and preserve right-of-way to allow for an ultimate eight lane divided thoroughfare with grade separations at some of the major cross streets. This should also provide for a future north-westerly connection in Coppell, crossing SH 121 between Tarrant County Line and Denton Creek, and extending into a southern projection of Garden Ridge from Lewisville. Belt Line Road cont'd Page 2 · Stage construct as soon as possible at least four, and preferably six lanes, starting in the SH ll4-1H 635 area and proceeding north. · Establish a measure of semi-access control, to the extent feasible, by limiting curb and median cuts, especially in close proximity to major intersections. Generally, median cuts should be no closer than one-half mile frequencies and, where allowed, should include left turn lanes. The above recommendations are not approved nor are they a matter of any city or state policy. Further, I would assume such policy matters would largely be local government decisions.
