Dear Mr. Rogers:
This letter acknowledges your letter of January 9, 1986, and also
acknowledges the same letter you mailed to Frank Proctor.
Regarding your comment about getting on with the job of improving
Belt Line Road in its present location, I'd like to remind you
that this effort was not initiated by myself or the Coppell City
Council. Your complaint lies at a higher level. Start with the
County. From all appearances they are pushing this with
Carrollton and Coppell. However, I'm sure the issue will wind up
in our respective laps after the County gets done.

Dear Mayor Duggan:
We own four and one-half (4 1/2) acres of undeveloped land in the
City of Coppell, North of the Southern Pacific tracks and about
1200 feet West of Elm Fork of the Trinity River. This is good land
and we intend to construct highly desirable improvements on it as
soon as appropriate.
Today we have put everything on hold because we have heard that the
improvement of Belt Line Road is not progressing, and that the
County is considering building a new Belt Line Road at a new
location some distance South. Today we are being damaged by the
maneuvers which are holding up both design and construction of the
Belt Line Road improvements. We will be damaged even more if Belt
Line Road should be moved to a new location. We vigorously oppose
any such action.
We request that you as a public official do everything in your
power to get on with the job, at once, of improving Belt Line Road
in its present location as promised in the recent bond election.
We further request that you acknowledge receipt of this communica-
tion.
