Randall Mill Road, Suite 115 Arlington, TX 76011 Dear Mr. Carothers: This letter is written in response to the plans submitted to the City of Coppell in reference to the installation of new fiber optic cable within the City of Coppell. Your request is to go aerial where there are existing utility poles and then to go underground where no poles currently exist. As we discussed, the installation of new aerial lines will take a variance from the City of Coppell. th I have prepared an agenda item for the October 27 City Council meeting. In my agenda item I did not offer any objections to the installation of new aerial cable where there are existing utility poles, with the exception that any crossing of the public right-of-way should also be placed underground. The plans as submitted were quite confusing, made even more so, by the inclusion of the facilities in the cities of Carrollton, Irving, Dallas and Grapevine. You need to re-submit plans that only show improvements within the City of Coppell. This is to insure there is no misunderstanding between any permits the City of Coppell issues and any work shown on plans submitted to the City of Coppell. This will impact sheets 051-063, 052-063, 051-062, 050-061, 051-061, 050-060, 051-060, 052-060, 057-060, 057-059, 058-060, all the 062 and 063 plans since they are in Carrollton and sheets 056-050 through 056-054. You will need a separate permit from Dallas Area Rapid Transit (DART), for the proposed underground installation along South Denton Tap Road and Freeport Parkway that crosses the railroad tracks. You will also need a separate permit from Texas Department of Transportation (TxDOT) for the portion of the line proposed over IH 635 that lies within the City of Coppell. In addition to the requested variance, you should be aware that the City of Coppell has a right- of-way use annual fee in addition to the right-of-way registration fee. The annual fee is $1.00 per linear foot per conduit. Therefore, once the plans are approved and the installation begins there will be a fee assessed against the total length of the cable being installed, which will be due and payable on an annual basis.
